FTTH expansion of buildings in the Main-Kinzig district (expansion cluster) and connection to the existing network of Breitband Main-Kinzig GmbH

Since 2012, the Main-Kinzig district, through its subsidiary, Breitband Main-Kinzig GmbH (client), has built an almost nationwide passive broadband/fibre optic network for VDSL with bandwidths between 25 and 50 Mbit/s in the district. At the beginning of 2021, it was decided to connect all buildings in the entire district with the exception of the city of Hanau (but with Hanau Klein-Auheim and Hanau Mittelbuchen) with FTTH, provided that the buildings may be developed in accordance with funding guidelines (gigabit; FTTH migration) and there is no self-economic expansion. This is based on the federal government's "Grey Spots Funding Programme" adopted at the end of April 2021, according to which the pick-up threshold was increased from 30 Mbit/s to 100 Mbit/s initially.

In this context, Breitband Main-Kinzig GmbH intends to procure civil engineering and assembly services for six expansion clusters for the turnkey construction of the passive infrastructure, starting from the existing network, including approval and implementation planning on the basis of a functional service description up to the building (FTTH), including the connections for the active technology. The expansion clusters are located in the municipalities of Schlüchtern (1 expansion cluster), Hanau-Mittelbuchen (1 expansion cluster), Bruchköbel (1 expansion cluster), Nidderau (1 expansion cluster), Jossgrund (1 expansion cluster) and Flörsbachtal (1 expansion cluster).

The scope of services of the contractor includes all civil engineering work related to the fibre optic expansion, the setting of fibre optic distributors, the fibre optic installation as well as the approval and implementation planning in accordance with the functional service description.

The call for tenders does not cover the building materials required for grid expansion (with the exception of small materials such as sand, pipe terminations, deep earthing devices, etc., in accordance with the functional specifications). These are provided by the client.

The contractor has to expand a total of 6 expansion clusters. The length of the network to be constructed with civil engineering is up to 93.2 kilometers (HP) with up to 4,020 buildings to reach the buildings (the vast majority of which are paved). In addition, house entrances are to be built with an average of 10 meters of civil engineering. In addition, a total of approx. 70 NVts and approx. 15 SVts as well as the fibre optic feeder network (144 fibres) between SVt and NVt and the fibre optic backbone network between SVt and POP are essentially to be provided in the existing network. For the connection of the buildings, fiber optic connections (12 fiber, in exceptional cases 48/72 fiber) between the fiber optic distributor and the buildings with an average of about 220 meters must be provided.

The contractor's scope of services includes all civil engineering work related to the fibre-optic expansion, including execution planning, in particular in the form of:

- open design, dishwasher drilling process, cable laying plow, trenching etc.

- route setting and coordination with suppliers, execution planning,

- Applying for and obtaining official permits,

- coordination with other management providers (external line information),

- laying of conduits (cable conduits),

- setting cabinets, shafts and sockets,

- measurement of civil engineering routes,

- insertion of fiber optic cables into the installed or provided cable conduits,

- measurement of fiber optic lines including handover of measurement protocols,

- restoration of surfaces,

- Documentation in GIS systems (format: corresponding shape format) and handover to the client, taking into account conveyor requirements, shaft documentation, test protocols for cable pulling, calibrations,

- Project management for construction execution taking into account further funding conditions.

The client provides a rough plan based on GIS and ALK. Application and approval procedures and coordination with authorities and management bodies are to be carried out by the contractor(s) on this basis. The implementation planning, its coordination as well as redemption corrections are the responsibility of the contractor(s).

The required building materials are not the subject of the tender (with the exception of small material such as sand, etc., according to the specification of service). These are provided by the AG.
