The public procurement procedure covers the following 2 lots:
- lot 1: logistics and transport of promotional and visibility material;
- lot 2: scratch ticket returns.
The purpose of Lot 1 is to conclude a framework agreement with 2 companies for the outward and return transport of promotional and visibility material to a large number of touchpoints in Belgium, including the points of sale of the National Lottery, but also cultural festivals, music festivals, trade fairs, film events, business relationships, etc.
Lot 2 aims to conclude a framework agreement with a company for the return of scratch tickets.
Logistics and transport of promotional and visibility materialThe purpose of Lot 1 is to conclude a framework agreement with 2 companies for the outward and return transport of promotional and visibility material to a large number of touchpoints in Belgium, including the points of sale of the National Lottery, but also cultural festivals, music festivals, trade fairs, film events, business relationships, etc. 2 types of missions are targeted here:
- I. the logistics services and the transport of various product campaigns, on the basis of the data mentioned in the initial framework agreement, entrusted to the economic operator who will have delivered the best offer for these services, when the execution of the contract n 'is subject to no other requirement or condition than those described in Annex E, including the authorized option;
Ii. all kinds of other logistics and / or transport services falling within the scope of the framework agreement, on the basis of the lowest price of a new offer (mini-competition) which follows a request for separate information from the 2 participants in the framework agreement, if it is not objectively possible to determine in advance which of the 2 participants in the framework agreement would be the most economical for the work in question or they do not want or cannot provide optional services separately.
Scratch ticket returnsLot 2 aims to conclude a framework agreement with a company for the return of scratch tickets. 2 types of returns are to be distinguished:
- I. returns of unsold scratch tickets that the sales outlets have themselves deactivated and prepared for return in a sealed envelope. This type of return is not part of the scope of the contract;
- II. returns of unsold scratch tickets that the points of sale did not deactivate themselves. This type of return is part of the scope of the contract.
