This Framework Agreement is a contract concluded between the Ordering Group, and a maximum of three (3) economic operators (subject to a sufficient number of applications and tenders), the purpose of which is to establish the terms governing future contracts, to be awarded during its performance period. On the basis of that framework agreement, subsequent contracts are intended to be concluded as and when needs arise and after systematic competition between the holders of the framework agreement. These are governed by Articles R. 2162-1 to R. 2162-12 of the French Public Procurement Code and are analysed in written documents that specify the characteristics and methods of performance of the requested services that have not been set out in the framework agreement. They are linked to and thus complement the framework agreement, which is the common basis for all future consultations
