The municipality of Mesekenhagen is responsible for planning a conversion/renovation or new construction of the existing fire station. Before the actual planning services, several variants on the available land/properties must be examined for their suitability or feasibility/approvability. As a result of the investigations, variants are to be compared with each other. Only the most economical solution should be implemented.
The subject of the contract are general planning services consisting of the service descriptions of object planning of buildings and interiors, object planning of outdoor facilities, specialist planning of structural engineering, specialist planning of technical equipment (plant group 1, 2 and 3 specialist part water, heat, ventilation as well as plant group 4 and 5 specialist part low current, high current and plant group 7 use-specific plants and process engineering plants), consulting services, special services.
The commissioning of the Contractor shall take place in stages; Initially, only the basic services and special services up to the design planning (LPH 1-3) are commissioned with the awarding of the contract.

In accordance with the VgV 2016, the planning contract is awarded via a negotiated procedure with a participation competition. The applicant who can be expected to find the best possible solution to the task on the basis of his offer receives the order. The tendered general planning services for the construction project referred to in section II.1.1) include basic services, special services and consulting services of the general planner described in detail (see Annexes 11 - 14 to the invitation to participate in the competition).
The subject of the contract is general planning services with the following service profiles: Object planning of buildings and interiors (LPH 1-9), object planning of outdoor facilities (LPH 1-9), structural engineering (LPH 1-6), specialist planning of technical equipment (plant groups 1 to 7) (LPH 1 - 9), consulting services and special services.
The commissioned planner must first provide LPH 1-3.

- LPH 4 - 9 Objektplanung Freianlagen
- LPH 4 - 6 Structural Engineering
- LPH 4 - 9 Specialist planning for technical equipment (plant groups 1, 2 and 3 for water, heat, ventilation
as well as plant groups 4 and 5 subsection low-voltage current, high-voltage current and plant group 7 use-specific plants and process plants )
- Special services in the corresponding service phase of the above-mentioned service profiles.
- Consulting services in the corresponding service phase of the above-mentioned service profiles
It is expressly pointed out that the further award from LPH 4 onwards is provided for in stages and is reserved. There is no legal entitlement to a further assignment. This applies to all services, including special and consultancy services (see II.2.11).
All tender documents are available to interested companies free of charge for download via the tendering platform in accordance with the provisions of § 41 VgV (cf. Section I.3.). An additional coordination or training effort as well as a general planner surcharge is not granted by the client and is not agreed. The contract is to be regarded as an overall measure to be considered in terms of costs.
In the event of a later joint commissioning of object planning services and specialist planning services, § 33 para. 2 HOAI does not apply, so that no increased chargeable costs are taken into account in the determination of fees and remuneration. In the course of determining the needs of all planning services, the consulting services required in advance are awarded nationally on the open market within the 20 percent quota.
