The ultimate idea of the EMS is to change the traditional commissioning of evaluations to a new service based management and facilitation of the evaluation teams. The service based approach allows that the use of evaluation expertise of the teams is more flexible so that the external evaluation expertise can be utilized already in the planning phase. External expertise is needed especially when finalizing the evaluation design, methodologies as well as when defining the required team expertise in evaluation.

The role of MFA is a commissioner of evaluations (planning the evaluation and leading the design and implementation of evaluation as well as quality assurance of evaluation), and the role of the service provider is a manager (administration, coordination and facilitation of evaluation teams and missions) of evaluations and a ‘head hunter’ of the evaluation expertise needed in evaluation teams.
