The procurement concerns the purchase of boots in 2023 for the use of the Finnish Defence Forces.
The products are manufactured in accordance with the technical specifications drawn up by the Finnish Defence Forces Logistics Command.
The quantity to be procured in 2023 is 476-9726 SHOES, STEM-\M05
7,000 pairs +/- 30%.
The preliminary size range for the procurement volume for 2023 is attached to the invitation to tender. The size assortment is specified with a purchase order.
In addition, options for 2024 and 2025 will be included in the repurchase.
Option for 2024: 15,000 pairs +/- 30%
Option for 2025: 15,000 pairs +/- 30%
The number of options is estimates. In accordance with the option, the Customer has the right, but not the obligation, to redeem the option.
Separate decisions and purchase orders are made in writing on possible option acquisitions, in which the purchase amount to be redeemed is notified to the Bidder
by the end of April of that year.
The procurement will include additional procurement provisions for equipping crisis management and international forces and the Finnish Border Guard during the validity of the agreement. Additional purchase provisions are no more than 20% of the total value of the acquisition.
Separate purchase orders are placed for any additional purchase reservations. The prices offered must also apply to additional purchase reservations.
Boots are used in military use as form shoes, service shoes in the barracks area and as off-road and combat shoes in dry conditions.
In order to verify the conformity of the products offered, the tenderer must attach samples to its offer.
The contracting entity reserves the right to order the test batch before the procurement decision is made.
If the tender samples or the test batch do not meet the requirements set out for the product offered, the offer shall be rejected.
Requirements, manufacture and delivery of boots M05 according to technical specification 2100-e/24.3.2020.
The supplier acquires all the necessary materials and accessories.
Basic samples are not available.
Boots are models of lace-up boots with a toe protected by wear-resistant material. The upper material is treated as water-repellent bovine surface leather. The shoes have lining on the front upper and tongue. At the back seam there is a loop made of polyester tape, which makes it easier to put on the shoes. The color of the shoes is black.

Shoes should withstand storage for at least 6 years.
Boots are produced in sizes 36 to 49. Sizes 34 and 35 and 50 to 55 are treated as special sizes.
In order to verify the conformity of the products offered, the Tenderer must attach quotation and material samples to its offer.
If necessary, the conformity of samples shall be verified visually, by measurement and/or laboratory testing. Samples will not be returned.
Tender samples must meet the requirements set for the subject matter of the procurement and must comply with the technical specifications. The samples and the explanations attached to the offer ensure that the products offered comply with the invitation to tender.
If the Tenderer offers more samples/point of use, the samples offered will be treated so that everyone would be used in production.
Accordingly, all samples must comply with the requirements.
Tender samples are non-refundable.
If the tender sample differs from the required, the deviation should be accompanied by a written statement and any separate samples of colour and material, for which the missing characteristics may be verified. Deviations shall not preclude verification of technical conformity of tender samples.

The estimated size range for the 2023 procurement is attached to the invitation to tender. The size assortment may change from the estimated and will be specified with a purchase order.
The offer consists of an offer submitted to the Hanki service and tender samples.
The samples are part of the offer and must be submitted by the time of submission of the tender, in accordance with the offer's guidance.
The samples must be clearly marked and the reference to the sample number must be entered into the criteria of the acquisition object.
An offer contrary to the tender is rejected.
The offer must be submitted in Finnish.
Other documents and requested attachments submitted with the offer can be either in Finnish or in English. Technical data, including manufacturers, must correspond to the production offered.
