Within the German Aerospace Research Center, Internal Personnel and Organisational Development (POE) determines the general and strategic training needs of DLR staff by means of various needs assessments. The POE identifies relevant training topics and decides which topics and content are offered to the workforce in which formats via the DLR internal training programme. The administrative handling of the training program is carried out via an automated learning management system.
The object of the service is the awarding of training services in the general course area within the framework of an open-house model with the aim of pooling.
If the requirements regarding suitability and qualification (see award documents) are met, the participants will be included in the POE pool "Training Services General Course Area. From this POE pool, personnel development selects suitable course instructors for specific topics during the entire term (up to four years) on a case-by-case basis to carry out training courses in the form of individual assignments. The number of services to be commissioned is not binding and is subject to annual fluctuations.
Upon inclusion in the pool, each provider receives a corresponding lot-related framework agreement. Admission does not constitute a claim to a certain minimum order size or to a minimum order volume for the provider.
Depending on the qualification requirements, the training services are divided into six lots by topic. Providers can apply for one, several or all lots. The decision on admission to several lots is made by personnel development on the basis of the provider's qualifications.
The contract period in the Open House begins on the day of admission to the POE Pool General Course Area (at the earliest in March 2023). The end of the contract for all contracts is 31.05.2026.
