The General Customs Directorate GZD settles in the property "Am Steigerwald", Drosselbergstraße 2-4 in 99096 Erfurt a location for further training in the field of self-protection and armament ESB. For this purpose, buildings for the three training areas 6-lane space shooting range, self-defense as well as action and behavior training are to be rebuilt. An outdoor training area is to be directly connected to the action and behavioral training building. The planning services required for outdoor facilities are put out to tender separately and are not part of this procedure.

Location of the property:
The former military property "Am Steigerwald" is located in the south of the state capital Erfurt above the Löberfeld barracks on the landscape conservation area Steigerwald. It is accessed from the north via the street "Am Tannenwäldchen" and from the east via the "Drosselbergstraße".
Use of the property:
From 1934 to 1992, the property "Am Steigerwald" was used for military purposes. The facilities were not destroyed in the 2nd World War by the effects of war. The aerial photo evaluation revealed no suspicion of explosive ordnance. After the end of military use, all suspected sites were examined and all contaminated sites were removed.
The property "Am Steigerwald" is to be developed as a federal authority center. Some of the former military housing, utility and garage buildings have already been converted into office and garage buildings for federal agencies. In the draft development plan, the federal authority centre "Am Steigerwald" is designated as another special area SO. New buildings and enclosures are to be limited to the area of the special area SO and have been pre-coordinated between the Federal Institute for Real Estate BImA as the owner of the property and the City of Erfurt.
The construction site for the new buildings is located in the southern area of the special area SO. It includes the areas south of the existing large car park on Drosselbergstraße as well as the area of the garage building complex 020 with traffic areas to be demolished to the southwest.
Scope of the measure:
Buildings for the three training areas 6-lane shooting range (GFA approx. 1,800 m²), self-defence (WHP approx. 700 m²) and action and behavioural training (WHP approx. 1,500 m²) are to be newly built. The outdoor training area (road situation approx. 225 m x 18.60 m, approx. 4,200 m²) is to be directly connected to the action and behavioural training building and is planned as part of the outdoor facilities. All specialist planning services, such as demolition of garage building 020, civil engineering work, traffic facilities, outdoor facilities, structural planning, building physics, BNB, etc. are bound separately regardless of the architectural services.
Each training area consists of a single-storey hall with adjoining classrooms and ancillary rooms. The buildings must be flexibly adaptable to future functional, technical and energy requirements. The two functional areas 6-lane shooting range (RSA) and self-defense mat hall (SV-Mattenhalle) are to be combined at ground level in one building. This was to be inserted into the slope south of the large car park following the terrain. The Action and Behaviour Training Building (HVT) is intended to replace the garages of the Garage Building Complex 020 (see Appendix Procurement Documents). The building and outdoor training area will be fenced in.
In action and behaviour training (HVT), police techniques and processes are to be trained realistically in simulated everyday situations under supervision and instructions. A special feature of the training hall is the flexible conversion of the spatial and technical exercise situations as well as a second level with bridges above the four exercise areas. From these open walkways, trainers can give instructions. The exercise sequences are evaluated in classrooms. The building and the outdoor training area are directly related.
On the 6-lane space shooting range (RSA), dynamic multi-distance shooting is trained with interactive target display technology. In addition to the shooting range for a shooting distance of 3 m to 25 m and the bullet catch, the shooting range also includes further training and ancillary rooms. The system is to be designed for pistols, revolvers and submachine guns with training ammunition up to a maximum kinetic energy of the projectiles of 1,500 joules. The shooting range must be designed to be bulletproof and rebound-proof. There are higher demands on building and room acoustics.
In the self-defense mat hall, unarmed self-defense and weapon protection are practiced. The SV mat hall is therefore equipped with a "judo mat", 18 punching bags, etc. In addition, changing rooms, sanitary facilities and storage rooms are required.
For the project, the Sustainable Building Assessment System (BNB) is to be applied mutatis mutandis. The aim is to achieve the quality level "BNB-Silver after appropriate application" with the option of certification. The aim is to protect the environment for future generations, conserve resources and reduce life cycle costs. A BNB specialist planner commissioned separately by the TLBV must be integrated into the building project planning.
The climate policy goals for 2050 must be taken into account. In the case of new federal buildings, an energy standard of an efficiency building Bund 40 (EGB 40) is required. For a CO2-neutral energy supply, renewable energies as well as structural and technical possibilities of the building envelope should be used. According to the NBB, technology in sustainable buildings should be limited to what is necessary. The buildings will be integrated into a future property energy concept in order to achieve "zero emissions" for the entire property in the most economical way in 5-year steps by 2045.
The guideline "Barrier-free construction" must be applied and implemented.
The fee zone IV according to HOAI was determined for the construction project.
