The assignment consists of the installation of indoor fuel storage and possibly. replace/
installation of an NSA installation. It concerns 18 locations (> 5m3 of water per year production) and has five different
uitvoeringstype:
· NSA + diesel storage; (2 locations, Gas NSA(s) present, must be replaced for NSA(s) incl. indoor wet
fuel
· NSA + day tank; (2 locations, No NSA present, must be installed incl. indoor storage of wet fuel
· Diesel below MV (ground level); (5 locations, existing storage (indoor) under MV, expand wet fuel storage)
· Diesel above MV; (6 locations, existing storage (indoor) above MV, expanding wet fuel storage)
· Indoor. (2 locations, existing storage (indoor) above MV, expansion only indoor placement possible)
The reason for these adjustments is because these locations do not fully comply with the 10-day standard
large-scale power outages. Agreement is Design & Construct based on UAV-gc 2005.
Inducement:
The reason for this tender is that for various Vitens locations, the emergency power supplies do not meet the standard for 10 days from the Drinking Water Act, in the event of a large-scale power outage.
The owner of a drinking water company shall have independent facilities which ensure a continuous supply of sound drinking water for at least ten days on the basis of an average daily consumption, in order to limit as much as possible the consequences of failure of external supplies. (Article 50 Drinking Water Decree)
Therefore, the emergency power supply must be installed or expanded for a number of locations.
Purpose of the tender:
The purpose of this tender is to reach an Agreement with one Contractor. This Contract shall be awarded to the Tenderer who has issued the most economically advantageous Tender, i.e. the Tender with the best value for money.
By means of this tender, Vitens wishes to achieve a strategic collaboration with a Contractor in which the work is realized as efficiently as possible and the delivery of the various locations takes place within the set deadline (1 July 2025), based on the set requirements and frameworks.
The work will be carried out by means of a Design & Construct agreement based on the UAV-gc 2005. The Client and the Contractor cooperate with each other within the framework of the Agreement, taking into account each other's interests, responsibilities and objectives.
The Client has opted for an integrated contract form with the aim of making optimal use of the knowledge, skills and innovative power of the market. In this context, the Contractor is expected to develop his own vision of how he wants to achieve a successful realization of the Work within the framework of the contract documents.
The exact work to be carried out is described in the Explanation General, Demand Specification Requirements and Demand Specification Process, which are attached.
The total of realized locations for the 1st phase must be delivered ready for use no later than July 1, 2025 and 2nd phase must be delivered ready for use no later than XX-XX 2028.
Subject of the Assignment:
Several Vitens locations are equipped with emergency power generators (NSAs) with associated GTL fuel supplies (together an 'emergency power installation', NSI) as a backup for power outages. These emergency power supplies do not meet the standard for 10-day large-scale power outages at 48 locations:

The programme is divided on the basis of production capacity into part 1 (>5Mm³ p/yr) and part 2 (The other locations are included in other projects.
There are two sites that now have a natural gas NSA and need to supply water in the 10-day scenario. The basis of the 10-day standard is that Vitens must have an independent facility. Because the natural gas network is not reliable in the event of a nationwide power outage, these conditions are not met and therefore these locations are being converted to diesel NSAs. Two locations do not have an NSA or have a mobile NSA. At these two locations, a fixed NSA is required according to the standard. 13 locations only have insufficient fuel. With the current resources, insufficient water can therefore be supplied in the event of a prolonged national power outage.
