The subject of the contract is the service entitled Collection, transport and management of municipal waste from
real estate on which residents live located within the administrative boundaries of the Commune
Pyskowice.
The scope of the order:
Organising the collection of separately collected, biodegradable and non-segregated waste
(mixed) municipal waste, its transport and management, coming from real estate
residing in the Pyskowice Commune. By the term "inhabited real estate" the Ordering Party means:
real estate in the Pyskowice Commune, in which residents live and real estate in question
in Article 6j(4) of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2021, item 888)
The scope of the order:
1. Organization of collection of separately collected, biodegradable and non-segregated (mixed) municipal waste, their trans-port and management from real estate inhabited in the Pyskowice Municipality. By the term "inhabited real estate" the Ordering Party means: real estate in the Pyskowice Commune, in which residents live and real estate referred to in Article 6j(4) of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2021, item 888). The Contractor undertakes that it will implement the subject of the contract in accordance with the resolutions of the City Council in Pyskowice, manage the collected waste in accordance with the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2022, item 699, as amended), the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2021, item 888, as amended), as well as environmental protection requirements and the Economy Plan for the Silesian Voivodeship.
2. Transmission of mixed municipal waste and biowaste should take place to the municipal installation.
3. Exercise of the object of the contract to comply with environmental legislation and sanitary regulations, including a regulation issued pursuant to Article 9d (2) of the Law on the maintenance of cleanliness and order in municipalities.
4. A contractor collecting municipal waste from owners of inhabited real estate is obliged to achieve in a given calendar year in relation to the weight of municipal waste collected by him the levels of recycling, preparation for re-use and recovery by other methods and to limit the weight of biodegradable municipal waste transferred to landfill, specified in the Regulation of the Minister of the Environment on recycling levels, preparation for re-use the use and recovery by other methods of certain fractions of municipal waste and in the Regulation of the Minister of the Environment on the levels of reduction of the mass of biodegradable municipal waste.
At the end of the calendar year, a document must be drawn up containing calculations of the achieved levels of recycling, preparation for re-use and recovery by other methods of the following fractions of waste: paper, metal, formation
artificial, glass and weight reduction of biodegradable municipal waste sent to landfill. Calculations should be made in accordance with the formulae set out in the Regulation of the Minister of the Environment on the levels of recycling, preparation for re-use and recovery by other methods of certain fractions of municipal waste and in the Regulation of the Minister of the Environment on the levels of reduction of the mass of municipal waste subject to bio-degradation.
5. Execution of the order using vehicles in accordance with the requirements described in the Regulation of the Minister of the Environment of 11 January 2013 (Journal of Laws of 2013, item 122) on detailed requirements for collecting municipal od-pads from property owners.
6. The contractor must have:
• 2 vehicles adapted to collect municipal waste, including 1 vehicle with the function of washing containers with a closed water circuit, adapted to wash and disinfect containers at the place of waste collection.
• 1 vehicle adapted to collect separately collected municipal waste,
• 1 waste collection vehicle without compact function (with gate body),
6.1. Vehicles should meet the requirements of Directive 98/69/EC (exhaust emission standards) – at least the Euro 4 standard.
