The subject of the contract is the supply of electricity together with a distribution service for the needs of the Provincial Veterinary Inspectorate in Olsztyn. A detailed description of the subject of the contract can be found in Annex 1 to the SWZ. Quality standards of electricity are described in the Act of 10 April 1997 – Energy Law and in the Regulation of the Minister of Economy of 4 May 2007 on the detailed conditions for the functioning of the power system (Journal of Laws of 2007 No. 93, item 623, as amended). The rules for the formation and calculation of tariffs and settlements in electricity trading are set out in the Regulation of the Minister of Energy of 6 March 2019 (Journal of Laws of 2019, item 503, as amended). Standards for the distribution of electricity are included in the Operator's Tariff, which specifies: tariff groups and detailed criteria for qualifying customers to these groups; the method of determining fees for connection to the Operator's network, and in the case of connection to the network with a rated voltage not higher than 1 kV, also flat rates of fees; rates of fees for the provision of distribution services and the conditions for their application, including the division into rates resulting from: distribution of electricity (variable components and fixed network rates), use of the national power system (quality rates), reading the indications of metering and settlement systems and their ongoing control (subscription rates), early termination of long-term contracts (transitional fee rates), ensuring the availability of energy electricity from renewable sources in the national power system (RES fee rate), ensuring medium- and long-term security of electricity supply to final customers (capacity fee rate). The method of determining discounts for failure to meet the quality parameters of electricity and quality standards of customer service; method of determining fees for: non-contractual consumption of reactive energy, exceeding the contractual capacity, illegal consumption of electricity, fees for services performed at the additional request of the customer; charges for resuming the supply of electricity after its supply has been suspended.
