The object of the contract is the award of:

Refurbishment services according to § 157 BauGB

of the overall urban development measure "Innenstadt" redevelopment area.

The term of the contract is initially limited to 31.12.2026 and extended by 2 years, unless it is terminated. An extension is possible several times until the completion of the urban development measure.

The city of Burgdorf intends to award the redevelopment services for the urban redevelopment of the city centre.

In 2020/2021, the city of Burgdorf redrew an integrated urban development concept (ISEK) and carried out a corresponding preparatory study (VU) in June 2021. Within the framework of the preparatory measures, urban planning deficiencies in the areas of economy and retail, building culture and townscape, climate protection and climate adaptation, nature and open space, social infrastructure and

Education, housing, transport, culture and leisure.

The overarching redevelopment goal is to strengthen the inner city area as a functional, active and networked town centre for the city and the surrounding area. Burgdorf's city centre has a variety of functions, although the challenges have become more complex in recent years. The structural change in the retail sector has been further intensified by the corona pandemic and requires a significant expansion of the functions of shopping centres. Residential, educational, leisure, cultural and gastronomic offers as well as quality of stay are key factors in the vitalisation of inner cities as places for all. Against the background of the effects of climate change and the increased demands on climate protection, securing and adapting urban green spaces is an important task.

The focus of the renovation is on strengthening and revitalizing the central function of the inner city area "downtown Burgdorf" through various reorganization, upgrading and restructuring measures. The attractiveness of the city centre is to be increased. In addition, important impulses are to be set to eliminate structural and functional deficiencies.

Through the development of the inner city area, a strengthening of the function as a shopping, experience, work and residential location is to be achieved. The aim is to create a platform for social interactions and a location for a wide range of social, cultural and medical infrastructure.

On 27.10.2022, the city of Burgdorf was included in the urban development programme "Living Centres - Preservation and Development of the City and Town Centres" with the "Innenstadt" funding area. The urban development funds for 2022 were set at EUR 2,120,000.00 (including the City of Burgdorf's own contribution of EUR 212,000.00). For the year 2023, urban development subsidies in the amount of EUR 1,840,000.00 have been registered. Approval for this is still pending.

It is currently assumed that the total funding amount will increase with the programme registration for 2024, as a new, more concrete cost estimate will be available with the preparation of the urban development framework plan and the upcoming decision on its contents in April 2023.

The currently estimated costs of EUR 7,997,000.00 for the renovation will be borne equally by the federal government, the state and the city of Burgdorf and distributed over a renovation period of 10 to 12 years (share of the city of Burgdorf p.a. EUR 2,665,667.00).
