I.2. The contracting authority envisages the award of the contract in III lots:
1. Part I - Winter maintenance for first, second and third order in the city.
2. Part II - Winter maintenance of pavements.
3. Part III - Winter maintenance out of town in the Wyszków commune.
I.3. The Employer provides financial resources for maintaining readiness for winter road maintenance in the amount of:
- PLN 12,000.00 gross per month to the first part of the order,
- PLN 4,000.00 gross per month to the second part of the order,
- PLN 8,000.00 gross per month to the third order.
2. The scope of the subject of the contract includes:
2.1. Winter maintenance of pavement on: public and internal communal roads, roadsides, exits, pavements, bicycle paths, parking and bus bays, walkways ...
And the order of snow removal - surfaces on the entire width of the road cleared of snow, free of ice, ice and compacted snow and slush, and free of slippery surfaces (including parking lots and intersections with roads of lower category of snow removal and settlements), within 3 hours from the fall of precipitation and sprinkled along the entire length and width according to the guidelines below - list of streets as per Annex 4 to the ToR, item 1.
If necessary, manually removing the snow cover in inaccessible or hard to reach places for plows, and manual cleaning of slush and permafrost of the roadway near the pedestrian crossing. Manual snow removal should also be used in places where plows or other mechanical devices could cause damage to property, e.g. benches, walls, pavement and path surfaces, street furniture, trash bins, fences, etc.
De-icing surfaces, removing slippery conditions, using mechanical treatments and appropriate (appropriate) chemicals and roughening adapted to weather conditions along with the delivery of these materials and their loading onto transport means, the result of which is to bring the surface free of ice, ice and compacted and snowfall. Obtaining the result of winter maintenance in the form of snow-covered, snow-free surface, slush, and snow cartridges as well as non-slippery surface.
Snow removal from sidewalks, removal of black ice and slippery surfaces on sidewalks, bicycle paths and pedestrian routes (including pedestrian crossings) - within 4 hours from the end of rainfall or other atmospheric phenomena - black ice, ice, etc. (applies to pavements throughout cities, according to Annex 3 to the ToR).
In the case of continuous precipitation, snow removal in this standard will take place within 1 hour and will be completed within 3 hours of rainfall (except for pavements - 4 hours).
In the event of slippery surfaces, removal will take place as soon as it occurs.
Setting up sand containers in the places listed in Annex 2 to the ToR) and their current replenishment with the means listed in [1], and after completing the action collecting the containers and taking them to the place indicated by the Employer in the city of Wyszków.
Snow removal from pavements using equipment not exceeding a total weight of 2,000 kg, and manual operation.
Maintaining passability for the first snow removal category and all pavements requires preventive measures, i.e. measures to prevent the formation of winter slipperiness during snowfall, freezing rain or ice. The contractor is obliged to constantly monitor the condition of the pavement, in particular the endangered sections of the so-called local slipperiness and to take immediate action in an emergency. When precipitation occurs - the Contractor is obliged to immediately send sand spreaders.
The first washing of the road or / and sprinkling with the necessary dose of chemicals (according to the principles given in [1]) must occur no later than within one hour from the moment the phenomenon occurs. In the event of continuous rainfall, the deburring and spreading must be repeated at a frequency preventing slick slippage. Snowdrifts and covered snow are also not allowed during rainfall. In particular, crossroads should be secured. Roads must be scattered and cleared of snow over the entire width. Complete removal of the snow cover and bringing the entire width of the surface free of snow and slush must take place within 3 hours from the time the rain stops.
