The property management of the City of Kemi competes the new multi-function hall as KVR construction, in accordance with the request for tender and its documents. This is an acquisition above the EU threshold.

The construction site comprises the design and construction of the Kemi Sport/Multifunction Hall project in accordance with the accompanying works fishing documents. The sport/multifunction hall will be built in the vicinity of the inner port of Kemi, on a site owned by the city of Kemi as a new building in connection with the existing swimming pool. The new building and the swimming pool will continue to serve as a single entity, for example in terms of regional arrangements, entrances and lobby services and social facilities, so the buildings must be connected with each other by a fixed internal connection. The swimming pool will be renovated as a separate project after the new construction project and in connection with the final change of the entrance to the swimming pool and the space changes required by it to the swimming pool side.

An old residential building will be demolished from the construction site and the existing building technology area infrared will have to be restructured to the extent required by the design solution. Fresh air intake and smoke extraction of the end of the swimming hall construction area will have to be moved and the option the base wall, drainage and rainwater arrangements will be repaired in external respects. Also, a fixed interior connection between the swimming pool and the new building requires changes in the construction parts of the swimming pool interface surface and, depending on the design solution, possibly minor space changes. The design and implementation of these works are included in the KVR chore.

The total utility area of the project is approximately 4.500 hym2.

Under the preliminary timetable, the premises to be built should be completed in October 2023 and a contractor selection is aimed at making by the end of June 2022.

Selection of the contractor is carried out as a negotiation The basis for the procurement procedure is that the acquisition involves planning and the subscriber wishes to ensure that the offers received meet the objectives set for the acquisition.

The subscriber chooses 3 bidders for the negotiation procedure, except if there are fewer suitable candidates. If there are more than 3 registered candidates, candidates are scored by application for participation (Annex 01) using the criteria mentioned.
