The Norwegian State Educational Loan Fund is holding an open tender contest with the intention of entering into a Framework Agreement with 1 tenderer for IT consultancy services and project management. The aim of the Framework Agreement is to ensure that the Norwegian State Education Loan Fund has access to consultancy services within the following 6 service areas:

— system development, further development and administration of the Norwegian State Education Loan Fund's system portfolio,

— IT security,

— IT operations and infrastructure.

Project management and process management:

— data and information management,

— assistance within process and project management, with particular knowledge on public procurements.

The aim of the procurement is that the Norwegian State Educational Loan Fund will enter into a Framework Agreement with a tenderer that can efficiently find the best candidates in the market. The tenderer will, thus, assist the Norwegian State Educational Loan Fund with maintaining competition in the market, at the same time that, by using this model, the tenderer will also help strengthen the competition by making each call-off available to a larger market. The tenderer's assignment will also be to simplify the Norwegian State Educational Loan Fund's administration for holding call-offs on the Framework Agreement and for the management of signed subcontracts.
