the consultation concerns the award of a global performance contract (Mgp) including the design, construction, operation and maintenance of a new school group in Bizaleix for the City of Issoire.

This global performance contract will therefore associate operation or maintenance with the design and realization of the work, in order to meet quantified performance objectives and is passed in application of articles L. 2171-1, L. 2171-3 to L. 2171-7 and R. 2171-1 to R. 2171-22 of the Public Procurement Code (Ccp).

The award procedure used is: competitive dialogue. It is subject to the provisions of articles L. 2124-4, R. 2124-5 and R. 2161-24 to R. 2161-31 of the Public Order Code. Competitive dialogue is a restricted procedure. As a result, only candidates admitted to tender will be invited to participate in the dialogue.

the global public performance contract includes design, implementation, operation and maintenance services and relates to:

- Design and realization of works.

- operation and maintenance of the equipment including those allowing the monitoring and respect of performance.

the essential characteristics of the program, as they emerge from the note available on the buyer profile of the Municipality are as follows: The Operation concerns the construction in Issoire of a school group sized to accommodate nursery school (5 classes) and elementary school (10 classes including for 1 Local Unit for inclusion School) to its different spaces (motor skills room, 1 library, 1 Art-Tice room, daycare, restaurant, multipurpose tray) and the outdoor facilities of approximately 2700 square meters. The construction will have to take place while keeping the current school in operation. The current School will have to be demolished when the new school starts operating. The new building represents an area of approximately 2277 square meters useful area In addition to the desire to integrate this new equipment in the neighborhood, one of the objectives is to benefit from a high-performance and sober building in environmental matters. The characteristics of the works and services will be specified in the program. The contracting authority reserves the right, during the competitive dialogue, to optimise, specify or non-substantially modify the description of requirements.
