My Service Libraries for 2020-2021 (+ 2y option)

The Strategic Procurement of the City of Turku requests bids from the Turku City Library and other self-service libraries to be procured for the entities mentioned in the invitation to tender. The functional entities of the My Own Service Library are procured as a complete service, turnkey. During the term of the contract, including a possible stock option period, an estimated 10-15 new self-service libraries are expected to be introduced. The functional entities will be ordered as needed during the contract period. The contracting entity does not commit to a specific amount of procurement. This is a regional acquisition. The procurement is subject to a framework contract with one (1) bidder. The term of the contract is two (2) years, after which the contract may be extended for two (2) years on the original terms and conditions by the contracting authority. After the actual contract period, the Service will continue for the indefinite period of time with respect to the Service, subject to the termination conditions set forth in Section 9 of the Special Terms and Conditions for Public Procurement IT Services (JIT 2015 Services).

The self-service library allows customers to enter the library premises at specified times, even when staff is absent.

The purpose of the service that enables the Self-Service Library is to:

- improve accessibility and customer friendliness

- improve opening hours.

Our own library of services is purchased on a turnkey basis. The subscriber does not buy the necessary hardware on his own, but the self-service library is purchased as a service. The Service Provider delivers the Leased Software and equipment to the customer's delivery points, installs them in accordance with the customer's instructions and tests their functionality.

Service acquisition includes the following sections:

- basic package, ie: browser-based management program, access control unit entrance door and its integration with the current library system, video surveillance input, automated announcements and basic lighting control,

- CCTV cameras in the library and a video surveillance software,

- remote public address system and associated equipment, and - access control / alarm ports.

The subscriber may obtain, for each library, as specified in this invitation to tender, either:

A package containing all of the above sections, or

- only the self - service library basic package, or

- the basic package and its parts as a whole.

The service provider is responsible for maintaining the equipment. If the software or device breaks down, it will either be repaired or replaced by a new service provider at no additional cost to the subscriber. The service always includes user support and technical maintenance, deployment project planning, training and deployment guidance for self-service library administrators, and after-sales service. Additionally, the subscriber must be able to purchase additional features as an option. As an option, the offer should include a price for extended maintenance support. In addition, if available, an offer can be made for a solution that enables lighting control.
