The decrease forecast is 30 million bags per year.
The purpose of the tender is to conclude a single framework agreement with one contractor for the supply of recycled collection bags for Plastic and Metal packaging and Drinking cartons (PMD).
The framework agreements take effect on 1 January 2023 and have an initial term of 2 years. After that, there is an option to extend for 2 x 1 year.

The bags have a prescribed size and print and are delivered on a roll. Requirements have also been set for the roll, the packaging of the roll and the transport to customers. The source material from which the bags are made must consist of at least 90% recycled LDPE film, of which at least 50% comes from the post-consumer collection of PMD at Dutch households.
