The University of Trier is looking for a partner to support and supervise personnel marketing activities, in particular with regard to job advertisements.
The client expects the contractor to provide comprehensive advice on personnel marketing and personnel recruiting with the aim of providing a sufficient number of qualified and motivated employees in the long term. Personnel marketing is aimed at both existing employees and external applicants.
The framework agreement is to be concluded for a period of three years with an option to extend the term by 12 months.
In particular, the contractor shall undertake the following individual measures:
a) Creation of advertisements according to the specifications of the client for the desired employee profile and in compliance with the corporate design of the client as well as in compliance with the principles of economy and efficiency
b) Conducting a market analysis and pre-selecting possible publication partners (print, job boards, social media)
c) The contractor conducts negotiations with the publication partners, in particular with regard to price, discount, placement per advertisement
d) Text optimization, checking of AGG conformity, spell check, title suggestions per advertisement
e) Placement of advertisements by the contractor after written approval by the client (by e-mail by the human resources department)
r Carrying out quality controls including reporting; the contractor also ensures that the job advertisements are no longer published after the application deadline
g) Documentation of the advertisement, including transmission of a copy of the published advertisement (by e-mail to the HR department) on the first working day of publication with reference to proper execution of the order or complaints that can be complained about
h) The contractor guarantees a free secondary publication for print media or a free correction for electronic publication in case of complaints or defect discount. Negotiations in this regard must be initiated between the contractor and the publication partner concerned without being asked.
i) The invoices must be issued including a copy of the original advertisement and submitted to the Human Resources Department of the University of Trier (e-mail is sufficient)
j) Placement dates and publishing prices are to be monitored and any changes in this regard are to be forwarded to the client (by e-mail to the personnel department) immediately after becoming aware of them.
k) The contractor guarantees the processing of advertisements and transmission to the publication partner within 24 hours after placing the order.
l) The contractor shall designate at least two contact persons to the contracting authority who will introduce themselves in the context of the invitation to tender within the framework of a written profile
