In the course of the modernization of the primary school, it is to be expanded in 3 construction phases. The intention is to construct a new building in the form of a building extension to the existing buildings for the construction of a canteen on the ground floor as well as the creation of additional rooms for teachers and the administrative area (1st floor). In addition, there will be a terrace on a 2nd floor. An independent staircase as well as an elevator and sanitary areas are to be integrated.

The existing canteen building is also to be redesigned for the future use of all-day care and then rebuilt. In this regard, the existing building will be structurally repurposed.

A further extension is to be built on the existing north-east facing outer wall/outer edge of the existing building to accommodate the school social work and administrative rooms in the future.

The implementation of the combined new building and renovation is to take place while the school is in operation. There are no plans to vacate the buildings and accommodate students and teachers in school containers elsewhere.

The municipality intends to apply for funding on the basis of the state funding programme Investment Programme for the accelerated infrastructure expansion of all-day care for primary school children. Contractors must take into account the funding regulations when carrying out their planning services.

The municipality has commissioned a preliminary study, which will be handed over to the suitable bidders with the invitation to the negotiated procedure and the associated invitation to submit a binding initial offer. The contractor of this study will participate in the tendering process, so that its information advantage will be compensated for by providing the complete planning documents in the procedure.

The subject of the tender is the planning services in the form of the respective basic services of the

It is envisaged that the assignment will be carried out in stages.

Between the municipality of Obersulm as the contracting authority and the respective contractor for each lot that is awarded the contract, an architect's or engineer's contract is concluded in accordance with the municipal contract models of the Municipal Procurement Handbook for Municipal Contract Templates and the Award of Architectural and Engineering Services - HKVM - of Boorberg Verlag in the version as of January 2021, in compliance with the recommendation of the administrative regulation of the Ministry of the Interior on the award of contracts in the municipal sector (VergabeVwV) of 27.02.2019, file no. 2-2242.0/21, point 2.3. With regard to the services to be provided, the contractor must comply with the funding notices of the funding programme for infrastructure development of all-day care for primary school children.

With the subsidies granted on the basis of the above-mentioned funding programmes and administrative regulations in the context of renovation and the construction of new buildings as extensions, the client has a maximum of EUR 5,000,000.00 gross at his disposal. This must be taken into account when providing planning services.
