Dynamic passenger information indicator for the regional traffic Münsterland

The Westphalian Verkehrsgesellschaft mbH (WVG) operates as a service company for the transport companies Regionalverkehr Münsterland GmbH (RVM), Regionalverkehr Ruhr-Lippe GmbH (RLG) and Verkehrsgesellschaft Kreis Unna mbH (VKU). In total, the group of companies with its 950 employees operates around 870 own and rented buses. This will carry around 50 million passengers a year. The line network comprises about 580 lines with about 12,000 stops. The RVM serves the area of the districts Borken, Coesfeld, Steinfurt and Warendorf, some lines also drive the cities of Münster, Osnabrück and adjacent areas. Currently almost all passenger information displays of the companies of the WVG Group use a Lumino system as a background system. The aim of this tender is to conclude a framework agreement for the equipment of 35 bus stops in Münsterland with dynamic passenger information displays for bus stops.

The aim of this call for tenders is the conclusion of a framework agreement for the equipping of 35 bus stops in Münsterland (counties Borken, Coesfeld, Steinfurt and Warendorf) with dynamic passenger information displays (DFI indicators). RVM reserves the right to re-order additional scoreboards during the term of the framework agreement. For this purpose, 35 indicators including masts in LED technology are to be installed at bus stops. All scoreboards will be equipped with a demand message. The control of the indicators is realized from the existing background system of the company Lumino out. The connection to the Lumino system must be guaranteed. In this context, a verifying test position will be performed. Communication with the indicators takes place via public mobile communications (GPRS, UMTS, LTE). Overall responsibility for the setup and commissioning of the DFI system lies with the contractor. The service to be provided by the contractor comprises:

- the creation of the specification,

- the delivery,

- the assembly,

- the system parameterization including the initial data supply,

- the integration into the background system DyFIS of the company Lumino,

- commissioning,

- the briefing and

- the maintenance and repair of the scoreboard.

The term of the framework agreement is - if the client does not exercise its call option - 8 years, calculated from the date of the award. For the first time with the expiry of 24 months after the conclusion of this framework agreement, the client may terminate this framework agreement at any time with a period of notice of 12 months (termination must be declared no later than 12 months after award). Thereafter, termination is possible at the end of each following month (notice of termination also 12 months before).
