The A 1 is on Niedersächsischem area over a length of 29.4 km zw. The AS Lohne / Dinklage and the AS Bramsche 6-strip expanded. The expansion takes place as a functional construction contract (FBV). As part of the implementation of the FBV, the contractor of the FBV (AN-FBV) provides planning, construction and maintenance services over a period of 30 years on a fixed section of the route. During the construction phase, disposal work must be carried out in relation to a tar sand layer underlying the old concrete carriageway. The overall performance of the FBV includes the six-lane expansion while maintaining the traffic, the construction of engineering structures, systems for road drainage and noise protection, street equipment, pro-rata landscaping measures and the maintenance of the contract section. Furthermore, the service includes the repair of existing overpass structures, which, however, do not pass into maintenance of the AN-FBV after repair.
The regional business unit Osnabrück of the NLStBV will use 2 independent administrative assistants, the Upper Construction Authority (OBB) and the Interdisciplinary Construction Management (IBB) for the operative contract management and supervision. Together OBB and IBB form organisationally the place, which accompanies and supervises the contract execution on the spot. They check and document all influencing factors relevant to the contract and the billing, such as performance target, availability restrictions.
The object of this award is the OBB. The IBB will be advertised in a separate procedure. The client expects from the OBB the current knowledge about the construction progress and construction activities. The special contract form for the functional construction contract requires a project-specific monitoring and monitoring as well as a corresponding contract execution deviating from the conventional procedure. With the contract, however, tasks in the sense of construction management and project management are transferred with defined decision-making powers over the duration of the construction phase. The OBB is largely responsible for controlling and coordinating the experts (IBB, materials testing institute and plan audit) on the AG side. The OBB occurs on site at the construction site and in meetings. The contractor must contribute to the necessary extent to meetings, especially in terms of technical aspects, and represent the client.
