As part of the implementation of the state-wide guidelines for citizen participation, the district of Charlottenburg-Wilmersdorf is calling for tenders for the establishment and operation of the contact point for citizen participation.
The district contact point is a low-threshold opportunity for citizens and actors from the district to inform themselves about ongoing participation processes and to seek advice on the initiation of participation processes. She is also the point of contact for the district administration and district politics in order to shape participation processes close to the citizens and to pass on information to the district. The tasks of the contact point are to promote dialogue-oriented consultative forms of informal citizen participation and to enable citizens to participate in these participation processes.
In close cooperation with the Office for Citizen Participation (BfB), a contact point in the district of Charlottenburg-Wilmersdorf is to be set up and operated. This includes weekly fixed personal office hours (at least 2x a week 2h each) and the processing of inquiries via telephone and e-mail (at least 3 days a week 2h each). The office hours should be designed in such a way that personal contact is also possible for working citizens. Office hours on request are also desired. Active participation in the profiling of the contact point on the basis of the needs of civil society and the district administration together with the BfB is required. The aim is for external service providers and BfB to work together as closely as possible. In order to announce the contact point, at least one kick-off event must be implemented.
The task profile of the contact point includes the following points (see service description):
• Lotsenfunktion
• Cooperation and network development
• Public relations
• Consulting and further education
• Implementation of further instruments of district citizen participation
• Support of self-organization
