The AOK Nordost - Die Gesundheitskasse (hereinafter: AOK) is planning to conclude contracts for the new supply offer eLiSa according to § 140a SGB V on the special care for optimization and risk avoidance in multimedia through software supporting medication checks.
Authorization procedure as defined in recital (4) of the EU Directive (2014/24 / EC) of 26.2.2014 on public procurement. Any suitable prospect can become a contract partner. Under specification of uniform suitability requirements and taking into account the efficiency requirement (SGB V §§ 4 IV, 12, 70) all suitable service providers the conclusion of a contract according to § 140a SGB V offered as long as the objectives of the contract at the time of conclusion of the contract can be achieved.
The AOK plans to conclude contracts pursuant to § 140a SGB V on the special provision of insured persons with multimedia. The aim is to improve the safety of medicinal products and thus to contribute to the optimization of the quality of care of the AOK Nordost insured persons.
The improvement of drug therapy safety across all areas of care represents a supply-related challenge. In particular, the cross-sectoral coordination, communication, quality, safety and cost-efficiency of drug therapy is to be further expanded. The following service providers or communities of service providers can participate in the contract:
a) To participate in the contract medical care acc. § 95 Abs. 1 SGB V entitled physicians and medical care centers;
b) acc. § 108 SGB V approved hospitals;
c) to provide insured persons acc. § 111, § 107 Abs. 2 SGB V entitled prevention or rehabilitation facilities;
d) Management companies and associations of statutory health insurance physicians on the condition that they include entitled physicians or MVZ in the context of the implementation of the contractual tasks.
The software used by eLiSa provides electronic support for the participants in the medication process. A software-based medication management system enables the identification of possible drug risks on the basis of various tried-and-tested test algorithms and facilitates cross-sectoral exchange. The remuneration is flat-rate. The contractual services may not be billed as part of the standard supply. The contractual partners assure: Close cooperation with the AOK as well as participation in the further development of the supply and the evaluation of the project.

The open procedure form is only used because there is no admission procedure form. Contracts in which no selection decision is made among suitable candidates are not subject to public procurement law. Submission under public procurement regulations is not associated with the use of this form.
