The main purpose of the Service is to provide an efficient and effective mechanism which enables Staffordshire and Stoke on Trent residents, their families and carers, to get timely access to the loan of community equipment, where there is an assessed need for such community equipment.

As per II.1.4, also, as a minimum:

The service shall include the warehousing, supply, delivery, repair, collection, recycling and planned preventative maintenance of community equipment across Staffordshire and Stoke on Tent. This shall include standard community equipment products, via an agreed community equipment ICT catalogue and which are subject to collection refund credits, and special community equipment products outside of the scope of the community equipment catalogue which shall not be subject to collection refund credits.

The Service shall include the loan of community equipment to children, young people and adults, predominantly within the administrative areas of Staffordshire and Stoke-on-Trent councils, and occasionally to people residing out of area.

The spend on the contract is variable and envisaged between 37 000 000 GBP to 45 000 000 GBP over the total 7 years depending on partner activity.

The County Council makes no guarantee of business.

The types of community equipment could include, but is not limited to:

Equipment for daily living,

Equipment for nursing needs at home,

Pressure relieving equipment,

Moving and handling equipment,

Assistive technology,

Sensory equipment,

Minor adaptations,

Mobility Aids,

Children's equipment, and

Portable equipment maintenance.

Although the Contract is between Staffordshire County Council (Contracting Authority) and the Provider, the Services shall be commissioned (not jointly procured) by the County Council on behalf of the following commissioning partners:

Staffordshire County Council,

Stoke-on-Trent City Council,

Stoke-on-Trent NHS Clinical Commissioning Group (‘CCG’),

Stafford and Surrounds NHS CCG,

Cannock Chase NHS CCG,

South East Staffordshire and Seisdon Peninsular,

East Staffordshire NHS CCG,

North Staffordshire NHS CCG.
