Description:

Machines and apparatus for testing and measuring. The Authority has a potential requirement for a Contract to cover the supply of Residual Current Detectors.

Equipment to be offered must meet or exceed the specification attached at Schedule 2-2 to the attached draft Invitation To Tender. Copied below for information.

Specification Requirement Critical, Desirable, or for information only

1. a. RCD TESTER TYPE:

The equipment must be a portable, hand held device and therefore Battery operated either by Alkaline or Rechargeable batteries. Critical

b. COMMERCIAL OFF THE

SHELF (COTS): Critical

c. KIT COMPRISING:

RCD Tester, Test Leads and Case Critical

2. a. ELECTRONIC DATA:

To test 230VAC and 110VAC circuit Outputs

b. MEASURING ACCURACY:

No Trip Test: (0.5I) -8 % to -2 %

3. ELECTRICAL DATA:

2 x Plug ended Test Leads required to suit BS4343 230VAC and 110VAC sockets. Critical

4. RCD TESTER POWER:

The equipment should powered by internal Alkaline batteries

(Current in-service type).

If Rechargeable batteries are used the Battery Charger must be capable of utilising UK and EU domestic mains power. Critical

5. CALIBRATION INTERVAL:

The equipment offered is required to perform for a specified period of not less than 12 months. If longer periods are recommended, these should be stated. The use of “licensed codes” for calibration access to the equipment shall not be permitted. Critical

6. a. SAFETY:

Must comply with BS EN 61010-1: 1993 “Safety requirements for electrical equipment for measurement, control and laboratory use” and withstand a PAT (25A earth bonding and 500V for insulation). Critical

b. EMC STANDARDS:

BS EN61000-6-1, BS EN61000-6-3 and DEF STAN 59-411 minimum. (if required) Desirable

c. INGRESS PROTECTION STANDARD:

IP54 or above. IS IEC 60529 Critical

d. SHOCK / VIBRATION STANDARD: BS EN62262

RCD Tester should be rugged enough for field use. Desirable

7. a. MANUFACTURER (OEM), QUALITY SYSTEM APPROVAL:

ISO 9001. Critical

b. SYSTEM SUPPLIER QUALITY SYSTEM APPROVAL.

ISO 9001 if supplier is different from a. above. Critical

8. DIMENSIONAL LIMITS:

Include details of hand held, portability of tester.

10. b. AVAILABILITY OF TECHNICAL DATA AND INFORMATION FOR MOD REPAIR CONTRACTOR USE: Critical

11. OEM PLANNED FULL SUPPORT LIFE TO OUT OF SERVICE DATE:

5 years minimum from contract placement in 2015. Critical

QA Standards or equivalent: The Contractor shall hold and maintain a certification to BS EN ISO 9001:2008 or equivalent, issued by an accredited certification body.

Expressions of Interest will be via the Dynamic Pre-Qualification Questionnaire (DPQQ) linked to this Contract notice. Only those expressions of interest that fully meet the above criteria and DPQQ shall be considered for Invitation to Tender (ITT)

PLEASE NOTE: In lieu of Part 1 Questions 5.4.1 and 5.4.2 which shall not form part of the supplier selection, please instead, confirm that you hav experience of trading electronically and that you are willing to conduct electronic trading with Babcock DSG.
