To revitalize the former production site of the sewing machine manufacturer G.M. Pfaff AG in Kaiserslautern, which went bankrupt in 1999, the city of Kaiserslautern has founded PFAFF-Areal-Entwicklungsgesellschaft mbH Kaiserslautern (PEG). The property area, which is the responsibility of PEG, has an area of approx. 16.5 ha and was densely built-up by multi-storey administration and operating buildings as well as production halls. In the course of the processing of the site, numerous buildings have already been dismantled or renovated and soil remediation measures have been carried out.
Adjacent are residential and hospital buildings, a mixed area with predominantly commercial use and beyond the railway line a gasworks site of stadtwerke Kaiserslautern. The former industrial site is to be developed into an urban quarter with the uses of research and development, housing, health and sustainable energy supply.
The development of the project area envisages, among other things, the dismantling and remediation of pollutants in buildings. The contract is awarded for services for the dismantling and remediation of pollutants of buildings in construction phases 4b and 5. Synergy effects in the recycling of materials, e.g. in the backfilling of pits and cellars and terrain modelling, are to be exploited. For cost reasons and funding conditions, the overall project will not be implemented in one step, but in several construction phases.
Freelance services for the planning, tendering and construction supervision of building demolition and pollutant remediation measures are advertised

Planning, tendering and construction supervision of the dismantling and remediation of the buildings in construction phases 4b and 5 on the PFAFF site. The services for the dismantling and pollutant remediation of the buildings serve to make them ready for construction in the run-up to downstream soil remediation work.
For the freelance services to be awarded for the demolition and pollutant remediation of buildings, there is no performance profile in the fee schedule for architects and engineers (HOAI 2021); therefore, services should generally be awarded to the service phases 1 to 3 and 5 to 8 of § 34 of the HOAI. In the context of the dismantling and pollutant remediation of buildings, engineering services in connection with local construction supervision, field work and sampling for supplementary building pollutant tests (chemical analyses are carried out via existing framework agreement), with the electronic waste detection procedure, with the coordination of work in contaminated areas (DGUV 101-104), the safety and health protection coordination according to BaustellV and a to provide ecological specialist construction supervision.
The order ends when the deadline for claims for defects by the construction company has expired.
The assignment will be carried out in stages in written form. In a first step, the services up to and including service phase 3 (design planning) are commissioned. The commissioning of the following service phases takes place if necessary. at a later date and is subject to the proviso that the state of Rhineland-Palatinate and the city of Kaiserslautern consider the work necessary and/or the necessary financial resources are available and that the competent authority sees a need for remediation. There is therefore no entitlement to the commissioning of the entire service phases subject to the award.
