Carbon neutrality targets, the use of renewable energy and ensuring and promoting energy efficiency are an important part of Senate's corporate social responsibility and strategic goals. Senate's goal is to be a pioneer in the real estate sector in energy efficiency activities in maintenance and construction.

Senate is committed to the national carbon neutrality programme and its emission targets. The long-term goal of carbon neutrality is to achieve carbon-neutral leasing by 2030, and Senate is responsible for ensuring that the premises used by the state are carbon neutral by 2035. The goal for the next few years is to halve carbon dioxide emissions from maintenance by 2025 and significantly reduce emissions from construction.

Senate Energy Inspection Programme will focus on properties with key energy use and will promote the achievement of Senate Group's strategic goals related to energy use.

The energy inspection service will be integrated into the maintenance process of the building stock and it will support the achievement of site-specific energy consumption targets and the energy savings target for the building stock attached to the Energy Efficiency Agreement (TETS).

The role of the energy surveyor partner is to act as an expert in promoting the energy efficiency of Senate's property portfolio in accordance with the service description. Individual or more extensive inspection packages and other reports can be ordered from the service provider.

The energy inspection partner shall target the inspection work at systems essential for the energy saving potential of the site. In addition to carrying out annual energy inspections, the framework agreement partner may, if necessary, also be commissioned to carry out site-specific expert work, studies or development tasks, which are agreed upon separately. The provision of training related to the energy-efficient use of small-scale buildings for Senate Group employees or Senate Maintenance framework agreement partners may also be part of the consultant's duties. The services are provided in Finnish.

Energy inspectors are required to have extensive expertise in building services HVAC systems and experience in energy use and energy audits and surveys aimed at promoting energy efficiency.

The service provider must have the tools and software related to the production of the described expert tasks at its disposal, and their use is included in the hourly rate offered in the framework agreement.

Energy inspection activities will be developed in cooperation with selected partners during the framework agreement period. The Service Provider is obliged to participate in one annual framework agreement development and cooperation event without separate compensation.

This acquisition is divided into four domains:

1. The region of Southern Finland

2. Western Finland

3. The territory of Eastern Finland

4. Northern Finland

The same provider can be selected for more than one domain. The tenderer must indicate the order of priority that will be followed if the bidder were selected for several domains, but the turnover requirement for them is not met in total. Three vendors are selected for each domain.
