The planning and implementation of the modernization of the automation and process control technology to be assigned here includes the performance phases 1-3 and 5-8 of the HOAI for the performance picture Technical Equipment (HOAI 2013, § 55). The service phase 4 is not commissioned, since no approval planning is required for the measure. The execution is to take place in the years 2019-2023 (commissioning expected in December 2019, completion of design planning 2021, realization of the modernization measures until 2023).
There is no phased commissioning.
The contract covers the planning services of the technical equipment for the modernization of the entire control technology during the ongoing operation of the sewage treatment plant, the pumping stations, the rain overflow basins and rainwater retention basins. The operation of the equipment must not be restricted or impaired.
The key task for the planning office is the modernization of the control technology incl. Programming and IT security concept, taking into account the equipment available on the market, which combines high availability, integrity, confidentiality and reliable operability with technical innovation.
The additional integration of energy management functions and the integration of power distribution in the control system should improve the overview and avoid parallel systems.
