Description:
MANAGEMENT OF MUNICIPAL WASTE COLLECTED FROM THE AREA OF THE MAKÓW PODHALAŃSKI COMMUNE IN 2023.

1. The subject of the contract is: Acceptance and management of collected mixed municipal waste, selectively collected municipal waste and bio-waste, coming from the area of the Maków Podhalański Commune. Mixed (non-segregated) waste delivered by the Ordering Party (collected from the Maków Podhalański Commune by an Entrepreneur providing waste collection services) should go directly to the municipal installation. Selective waste delivered by the Ordering Party (collected from the area of the Maków Podhalański Commune by the Entrepreneur providing waste collection services) should go to a waste recovery or disposal installation that meets the requirements set out in detailed regulations, m.in the Act of 14 December 2012 on waste (Journal of Laws of 2022, item 699, as amended), the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2022, item 1297, as amended) and the current Plan Waste Management of the Malopolska Region. The approximate amount of municipal waste that the Ordering Party envisages to collect from the residents of the Maków Podhalański Commune during the term of the contract with the Contractor collecting the delivered waste will amount to approximately 4,433.00 MG

PART No 1 — Zoning of mixed municipal waste. Waste code: 20 03 01

Reception and management of collected mixed (non-segregated) municipal waste from the area of the Maków Podhalański commune. Waste code 20 03 01. The estimated weight of waste in MG for the duration of the contract, i.e. 12 months, is about 1400 MG. Collected fractions of waste in accordance with the applicable Waste Management Plan of the Malopolska Region and the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2022, item 1297, as amended) – Article 9e should go directly to the municipal installation, and in the case of selectively collected municipal waste, directly or through another waste collector to the waste recovery or disposal installation, in accordance with the hierarchy of waste management referred to in Article 17 of the Waste Act of 14 December 2012. The delivery of municipal waste will be carried out by the Contractor's own cars, currently collecting municipal waste from the Maków Podhalański commune. The Contractor will be obliged to provide monthly reports to the Ordering Party containing information on the amount of waste collected, divided into individual fractions in a given month in Mg. For the waste code 20 03 01 – the Contractor participating in the proceedings should have the status of a municipal installation for the treatment of unsegregated (mixed) municipal waste or residues from the treatment of this waste, specified in the list, referred to in Article 38b(1)(1) of the Waste Act, meeting the requirements of the best available technique referred to in Article 207 of the Act of 27 April 2001 – Environmental Protection Law, or technology referred to in Article 143 of that Act. The estimated amount of waste broken down into individual fractions was prepared on the basis of own analyzes based on previous reporting and own assumptions and amounts to 20 30 01 - 1 400.00 MG for the waste code. Total 1,400.00 MG

Biowaste management. Waste code: 20 01 08, 20 02 01 01 01

Reception and management of collected biodegradable kitchen waste and biodegradable waste from the Maków Podhalański Commune. Waste code 20 01 08; 20 02 01. The Contractor should demonstrate that it has a waste recovery or disposal facility that meets the requirements set out in detailed regulations, i.e. the Act of 14 December 2012 on waste and the Act of 13 September 1996 on maintaining cleanliness and order in municipalities or has a contract with an entity operating such an installation for the processing of a given waste code, and the operator of that installation has a decision of the competent authority for it including a permit to treat that waste for at least 12 months. The delivery of waste will take place in the Contractor's own cars, currently collecting municipal waste from the Maków Podhalański Commune. The contractor of the task will be obliged to provide monthly reports to the Ordering Party containing information on the amount of waste collected divided into individual fractions in a given month in Mg. The estimated amount of waste broken down into individual fractions has been prepared on the basis of its own analyzes based on previous reporting and own assumptions and during the term of the contract is: for the waste code 20 01 08 Biodegradable kitchen waste – 5.00 Mg; for the waste code 20 02 01 Biodegradable waste – 235.00 Mg. Total for Part No. 2 – 240.00 Mg. The Ordering Party does not guarantee the above-mentioned amount of waste during the term of the contract.

Management of separately collected waste KOD: 20 01 39, 20 01 40, 15 01 04, 15 01 02

Reception and management of selectively collected municipal waste (plastics, plastic packaging, metals, metal packaging) from the area of the Maków Podhalański Commune. Waste code 15 01 02; 20 01 39; 15 01 04; 20 01 40. The contractor performing the contract should demonstrate that it has a waste recovery or disposal facility that meets the requirements set out in detailed regulations, i.e. the Act of 14 December 2012 on waste and the Act of 13 September 1996 on maintaining cleanliness and order in municipalities or has a contract with an entity operating such an installation for the processing of a given waste code, and the operator of that installation has a decision of the competent authority for it including a permit to treat that waste for at least 12 months. The delivery of municipal waste will be carried out by the Contractor's own cars, currently collecting municipal waste from the Maków Podhalański commune. The Contractor will be obliged to provide monthly reports to the Ordering Party containing information on the amount of waste collected divided into individual fractions in a given month in Mg. The estimated amount of waste broken down into individual fractions has been prepared on the basis of its own analyzes based on the current reporting and the Ordering Party's own assumptions and amounts to: for the waste code 15 01 02 Plastic packaging, 20 01 39 Plastics – 457,00 Mg; for the waste code 15 01 04 Packaging of metals and 20 01 40 Metals – 3.00 Mg. Total for Part No. 3 – 460.00 Mg. The Ordering Party does not guarantee the Contractor of the task the above-mentioned amount of waste during the term of the contract.

Total for Part No. 4 – approximately 40.00 Mg. The Ordering Party does not guarantee the Contractor performing the above-mentioned amount of waste during the term of the contract.

The Contractor should demonstrate that it has a waste recovery or disposal facility that meets the requirements set out in detailed regulations, i.e. the Act of 14 December 2012 on waste and the Act of 13 September 1996 on maintaining cleanliness and order in municipalities or has a contract with an entity operating such an installation for the processing of a given waste code, and the operator of that installation has a decision of the competent authority for it including a permit to treat that waste for at least 12 months. The delivery of municipal waste will be carried out by the Contractor's own cars, currently collecting municipal waste from the Maków Podhalański commune. The Contractor will be obliged to provide monthly reports to the Ordering Party containing information on the amount of waste collected divided into individual fractions in a given month in Mg. The estimated amount of waste broken down into individual fractions has been prepared on the basis of its own analyzes based on the previous reporting and the Ordering Party's own assumptions and amounts to 15 01 07 Glass packaging and 20 01 02 Glass – 250.00 Mg. Total for Part No. 5 – 250.00 Mg. The Ordering Party does not guarantee the above-mentioned amount of waste to the Contractor performing the task during the term of the contract.

The Contractor should demonstrate that it has a waste recovery or disposal facility that meets the requirements set out in detailed regulations, i.e. the Act of 14 December 2012 on waste and the Act of 13 September 1996 on maintaining cleanliness and order in municipalities or has a contract with an entity operating such an installation for the processing of a given waste code, and the operator of that installation has a decision of the competent authority for it including a permit to treat that waste for at least 12 months. And for waste with code 20 03 99, the Contractor must demonstrate that it has a waste recovery or disposal facility that meets the requirements set out in the detailed regulations, i.e. the Act of 14 December 2012 on waste and the Act of 13 September 1996 on maintaining cleanliness and order in municipalities. The delivery of municipal waste will be carried out by the Contractor's own cars, currently collecting municipal waste from the Maków Podhalański commune. The Contractor will be obliged to provide monthly reports to the Ordering Party containing information on the amount of waste collected divided into individual fractions in a given month in Mg.
