1. Location and origin of the institution

Today's FreiZeitBegegnungsstätte (FZB) was built in the early 80s on the southern outskirts of the village on the street "Auf dem Eck". So far, the facility consists of two buildings that are strictly separated spatially and conceptually. The area of the Bürgersaal has a gross floor area (GFA) of approx. 1,000 m², the youth area of approx. 870 m². The construction costs amounted to approx. 3.5 million DM. To the west, the property borders directly on Landesstraße 171 (Verdener Straße) and is thus still optimally developed in terms of transport. In addition, west of the state road is the "Walter-Peters-Park", a public park extending into the city center. Directly opposite the FZB site, the park with the large play equipment and a public toilet are the areas of the green area that are most intensively used by the public. Due to the progressive settlement development of the past 30 years, the FZB is now located on the outskirts of the center.

2. Delimitation of project sections

The implementation of the new concept of the "Snevern Civic Centre" is planned in two project phases:

- Projektabschnitt 1:

Generationenhaus im Quartier - For this section of the project, funding from the investment pact "Social Integration in the Neighbourhood" was applied for independently of this application for the programme year. According to a communication from the Lower Saxony Ministry for the Environment, Energy, Building and Climate Protection on 1 May 2020, the city of Schneverdingen was included in the Investment Pact for Social Integration in the Quarter 2020 funding programme with this project.

Project section 1 includes a new concept through the integration of the multi-generation house, the model project "Kommune Inklusiv" and other actors from the urban social space through conversion, expansion and renovation of the previous youth area of the FZB and the structural connection to and connection to the adjacent Bürgersaal area. The estimated construction costs (KG 200 to 500) amount to EUR 2,228,383.29 gross.

- Projektabschnitt 2:

Social and integrative in the area of Bürgersaal - with this funding application independent of project phase 1 measure to be implemented within the framework of the urban development funding program "Living Centers - Preservation and Development of City and Town Centers".

Project section 2 includes the conversion and renovation of the Bürgersaal area, which was previously adjacent to the youth area, without the outdoor area as a supplementary space in the social, integrative "Bürgerzentrum Snevern". The estimated construction costs (KG 200 to 500) amount to EUR 3,082,305.28 gross.

For the preparation of the funding application, a preliminary design has already been prepared by the architectural office Engelhardt & Röhrs, which is to be used as a basis for further planning.

The buildings stand on a plot of land, but can be used separately. It is intended to carry out the measure jointly. A separate accounting of the funding measure must be made.

The preparation of the fire protection concept takes place separately and is not the subject of the order. Also not covered by the contract are the adaptation of the outdoor area including the expansion of the parking lot, the creation of a pollutant cassing system, stage technology, acoustic planning, kitchen planning and equipment.

Implementation of the overall measure is planned for the years 2023/24.
