F11602 Open Framework For Children's and Young People's Complex Domiciliary Care Services

NHS Hampshire, Southampton and Isle of Wight CCG, on behalf of a number of Hampshire authorities, wish to receive responses to an Invitation to Tender (ITT,) from suitably qualified and experienced providers with the necessary capacity and capability, (or a demonstrable ability to provide the necessary capacity and capability), to provide domiciliary care provision services, for children and young people with complex needs.

This approach has been informed by market engagements carried out in March and June 2021.

The Contracting Authorities wish to change from a care package placement process of mainly spot purchasing, to a structured and fully contracted provision, where care package placements are selected from a Framework of qualified providers via a call off process (mini competition) for GP registered patients in the participating Contracting Authorities.

The Contracting Authorities intend to commission both new placements and transfers of existing packages, (when required), with providers who are under contract. Spot purchasing will only take place where absolutely no other option is available to meet a service user's needs.

Through contract compliance, the key drivers are a structured process that selects a provider that best meets clinical need first, proffers best practice service outcomes, has formal mechanisms for service user reviews and clinical change management, plus transparency of pricing through structured rates.

The Commissioners wish to contract with as many providers as possible, who are qualified to deliver the Specification and have tendered acceptable price rate cards, to maximise capacity in the geographical area served by the participating contracting authorities.
