The subject of the procurement is SIM OTA (over-the-air) management system for managing SIM cards in LTE/5G core network.

Suomen Turvallisuusverkko Oy is procuring SIM remote management software that allows to manage SIM cards in LTE/5G core production network. Another installation of the same software is required to manage SIM cards in LTE/5G pre-production network. See also section II.2.4.

Suomen Turvallisuusverkko Oy is a wholly owned subsidiary of Suomen Erillisverkot Oy. Suomen Erillisverkot Oy offers a unique range of ICT services for authorities and critical operators. Services for authorities and safety-critical companies are extremely reliable and secure. They ensure smooth cooperation and secure connections regardless of time and place. Services are used by the Defense Forces, the Police, the Rescue Service, the social and health sector, the Emergency Response Center, the Border Guard, ministries and other state and municipal actors, as well as security-critical companies.

The subject of the procurement is SIM OTA (over-the-air) management system for managing SIM cards in LTE/5G core network. Suomen Turvallisuusverkko Oy is looking for geo-redundant on-premises solution that allows Suomen Turvallisuusverkko Oy to manage SIM cards remotely. The procurement includes also an implementation project and system integration to Suomen Turvallisuusverkko Oy's LTE/5G core network (production network). Another installation of the same software is required for pre-production network. Support and maintenance service for the product will also be a part of the procurement.

The SIM OTA management system must be able to manage 4G and 5G SIM cards. The system must be able to operate without a CS-core. Specifications and requirements for the procurement are defined in the Call for tenders and its appendices.
