The city of Backnang plans to develop the Backnang station into a "mobility hub". A replacement for the existing, 70-year-old passenger transfer is planned.
The aim is to create a barrier-free, economical and aesthetic connection between the Büttenfeld settlement and the city's main platform and the establishment of additional access points for the central platforms.
The subject of the procedure is the awarding of the following planning services:
- Services of structural planning for the demolition of the existing web according to § 49 HOAI i. V. m. Annex 14 (to § 51 paragraph 5, § 52 paragraph 2 HOAI) in service phases 1 to 5, property monitoring (special service according to LPH 8);
- Services of object planning engineering structures for the new construction of the city bridge according to § 41 HOAI i. V. m. Annex 12 (to Section 43 (4), Section 48 (5) HOAI)) in service phases 1 to 8;
- Structural engineering services for the new construction of the city bridge in accordance with Section 49 HOAI i. V. m. Annex 14 (to Section 51 Paragraph 5, Section 52 Paragraph 2 HOAI) in service phases 1 to 6;
- Technical planning services for technical equipment in system groups 4 and 6 for the new construction of the city bridge in accordance with Section 53 HOAI i. V. m. Appendix 15 (to § 55 Paragraph 3, § 56 Paragraph 3 HOAI) in service phases 1 to 9.

The aim is to create a barrier-free, economical and aesthetic connection between the Büttenfeld settlement and the city's main platform and the establishment of additional access points for the central platforms.
The backnang city bridge to be planned, including the transparent steel stairs to the platforms, is to be planned and executed as a steel structure that is not covered. Their pure steel superstructure with a clear width of min. 4.70 m lies on the platforms on 3 slender supports and in the upper area of the southern embankment in the district of Büttenenfeld on a foundation built into the slope.
Due to the inhomogeneous, unsustainable subsoil with a foundation horizon sinking to the north-east, micro piles down to the weathered Lettenkeuper, which can be found from a depth of about 3 to 4 m, must be planned for the foundation of the structure and taken into account in the cost estimate.
In addition, the existing flyover is to be dismantled.
With the planning service, which is the subject of the award, all necessary architectural and engineering services for the realization of the replacement bridge and the removal of the existing bridge are awarded.
According to current planning, the city of Backnang is anticipating gross building costs of around EUR 2.2 million for the new bridge construction. A total of a further EUR 1.235 million has been earmarked for demolishing the existing footbridge, preparing and developing it, and for railway-specific services.
The project is subject to tight deadlines due to the blocking times already agreed with Deutsche Bahn. The following schedule is planned for the planning services in question:
- Submission of the first offer with a proposed solution by May 5, 2020;
- Bidder presentation and negotiation on offer and proposed solution in May 2020;
- Awarding of the planning services in question by the beginning of June 2020;
- Submission of the draft planning with cost calculation for the planning services in question (service phase 3) by the end of June 2020;
- Submission of the submission-ready, complete approval planning (service phase 4) by the contractor by October 2020;
- Submission of the publication-ready, complete tender documents, including a list of services (service phase 6) by the contractor by February 2021;
- Start of construction in the spring of 2021 (partial demolition of the existing footbridge, foundation work).

The particular challenge for the realization of the new construction of the city bridge lies in the necessary coordination with the dismantling of the existing footbridge and the blocking breaks already approved by Deutsche Bahn.
A gradual assignment is intended, there is no entitlement to further assignment.
