Procurement of an Enterprise Content Management System incl. services for 48 months for the Verbandsgemeinde Rhein-Selz

The subject of the tender is:

the procurement of an enterprise content management system including services for 48 months

for the "Verbandsgemeinde" of Rhein-Selz, whose seat is in the like-named town.

Due to the value of the order and the complexity of the system,

- Vergabeordnung: VgV

- Type of procedure: negotiated procedure with competitive tendering procedure

elected.

For reasons of urgency, this procedure is carried out in a shortened form (accelerated procedure).

Rhein-Selz is a Verbandsgemeinde (" collective municipality ") in the Mainz-Bingen district, in Rhineland-Palatinate, Germany. The "Verbandsgemeinde" consists of the towns of Nierstein and Oppenheim as well as 18 other Ortsgemeinden, the seat of the "Verbandsgemeinde" is in the town of Oppenheim. With 41,763 inhabitants, the Verbandsgemeinde is the most populous Verbandsgemeinde in Rhineland-Palatinate.

The tender is a digital archive as a complete enterprise content management system for the optimization of all business processes, which previously had to be handled by hand and with a lot of paper. This system must be a powerful and efficient suite for the legally and audit-proof handling of business documents and information of all kinds.

A cloud-based solution is required, a campus license for about 150 users.

The system should contain the following components:

The solution must be integrated into the existing infrastructure and users must be trained.

In the first phase, the suitability of the bidders is checked in the context of a competitive tender.

Please submit the completed document "TW-ECM-VGRS" with all required supporting documents by the deadline for participation.

In the second phase (main competition), the suitable bidders are invited to submit an offer, the corresponding documents are only sent to the bidders who have fulfilled all the requirements of the competition.

The evaluation of the offers is based on the evaluation matrix attached to the specifications in accordance with the "Document for tendering and evaluation of IT services" (UfAB). The evaluation of the offers depends on the price and the respective fulfillment rate of the points listed in the UfAB matrix for each rating level (performance 60%, price 40%).

For the evaluation of performance, the questionnaire "FK ECM" in the document "01 LV-ECM-VGRS" must be completed. Each criterion is weighted by the client as stated and the respective offer is graded with a score. This document will be made available in the main competition.

Incomplete offers will be excluded from the competition.
