The municipality of Moerdijk uses an Open House admission system for the supply of VE childcare. Within an Open House, only suitability requirements and/or minimum requirements are set. Providers can then join and offer their services throughout the duration of the system. The parents/carers themselves make the choice from the providers for VE childcare permitted by the municipality.

The municipality of Moerdijk concludes a written framework agreement with each provider that demonstrates that it complies and agrees with the conditions.

The municipality grants individual assignments on the basis of the framework agreement, after parent(s) and/or carer(s) have made a choice from the providers authorised by the municipality. After that, the service starts. The municipality itself does not make a selection from contracted providers. The guidance is done entirely through the consultation office.
