4.4.35.1. Full mission as project author for the renovation of the social housing building located at Petite rue des Brigittines 1 and rue des Visitandines 1-3, 1000 Brussels - Service contract - Competitive procedure with negotiation

This contract covers a complete project author's mission relating to the renovation of the external envelope, the fire compliance and the renovation of the architectural and technical interior components of the building and additional services, including the following services:

 Studies relating to architecture, stability and special techniques;

 Services within the framework of the regulations on the energy performance and indoor climate of buildings (EPB);

 The fire safety study;

 The acoustic and vibration study;

 Establishing a sustainability plan;

 Carrying out an energy audit;

 The establishment of a management plan;

 The development of a building information model (BIM)

 Communication assistance;

 Participation in the information process: At the different stages of the project, the project author will be required to provide the documents (presentations, visuals, plans, information documents) ... for tenants and residents;

 (possibly) Coordination with other projects on the site, including the project to redevelop the surroundings and public spaces.

 The study of the phasing of work on occupied site.

 The demolitions monitoring plan.

The project aims to:

1) improve or give a new identity to the building in a contemporary design

2) renovate the interior of 146 apartments of the building (including asbestos removal): offer tenants functional, comfortable, easy-to-use and maintenance housing as well as the creation of spaces allowing the development of quality human and social relations, contributing to the well-being of users;

3) exemplary energy: insulating the building envelope and improving its energy performance, participating in the reduction of greenhouse gas emissions, having a minimum ecological footprint. It must be able to reduce the consumption and maintenance costs of the building as much as possible.

4) upgrading to fire standards and increasing acoustic comfort (presence of railway tracks).

This contract consists of 2 tranches:

- The fixed tranche covers the preliminary study phases up to (including) the final preliminary draft.

- The conditional tranche covers the phases of preparation of bilingual permit files up to (and including) the final acceptance of the work.

Depending on the available budget, all slices may or may not be ordered by Beliris or a third party.
