The market is aimed at IT developments related to the energy certification of existing residential buildings as well as housing audit.
The purpose of this contract is to:
• maintenance of PACE software, web application control, web services (SOAP) and central databases;
• the adaptation and realization of extension to the PACE software and to the web application control and web services (SOAP) for data exchange between different interfaces;
• technical and computer support to auditors, certifiers and other users.
The mission will be responsible for the following tasks:
Task 1 (Global Price) - Maintenance of PACE software, control application, SOAP web services, and associated databases.
This task consists in the correction of software bugs and errors reported during the contract period, whether for the PACE application (part audits, certificates and partial reports), for the control application and its add-ons, the SOAP web services and associated database.
Task 2: (at price list) - Computer technical and functional support.
Technical and functional support is aimed at certifiers, auditors and recipients of SOAP web services or any other users.
Technical support: this term refers only to IT difficulties. For this technical support, certifiers, auditors can contact the provider directly (by email or telephone).
Functional support: “functional” questions are asked to the Public Service of Wallonia which, depending on the type of questions, refers the user to the provider.
Technical and functional support must be provided in French.

Task 3: (at price list) - Achievements of extensions to PACE software, web “control” and other web modules or services (SOAP).
Achievements of PACE software extensions and associated web services (SOAP)
3.1 It is necessary to upgrade the PACE software following comments and suggestions from users or as a result of changes in the calculation method specific to new buildings that may affect the procedure for calculating the PEB certification and housing audit, SOAP web services.
Assumed quantity: 144 man-days
3.2 Modifications to the PACE software to adapt, if applicable, the new generated document templates, certificate, partial report of public facilities, energy audit.

Achievements of the extensions of the web application “control”
3.3 Adaptations, evolution of the application, development of functions specific to control.

3.4 Development of add-ons to the Web-Control application having a destination other than control.
