The construction of 26 social housing units and their surroundings

in a sustainable and ecological vision

The contract aims at the appointment of a multidisciplinary team, architect, stability engineer, engineer in special techniques, PEB advisor, and a resource management advisor, responsible for the complete study and monitoring mission of the works, as described in the special specifications, for the construction of 26 social housing and their surroundings in a sustainable and ecological vision. The challenge is to contribute to the establishment of a harmonious relationship both in terms of size and in terms of the footprint of new constructions, with public spaces and the existing surrounding buildings.

The contracting authority wishes to have a direct contractual link with the architect or the architectural design office.

In the event that the specific personnel necessary to carry out all the planned missions do not meet

within the same professional structure, a team of participants is formed into a group of operators

economic.

In derogation from Article 53 of the Companies Code, the members of the group will not have their respective responsibility put in

cause only within the limits of fulfilling their own mission.

The one who will represent the grouping in relation to the contracting authority, and who will be responsible for coordinating studies and

services performed by the other members of the group is the architect.

Subcontracting is authorized for the following assignments: stability engineer, special engineering engineer, advisor

ILL, and a resource management advisor.

Pursuant to Article 55 of the Royal Decree of 18 April 2017, the submission of a joint offer by several candidates

selected is prohibited.

When the contract documents refer to the tenderer, the successful tenderer

And project author, we mean the above-mentioned multidisciplinary team.

If the two candidates concerned by the multiple participation of a subcontractor are selected, the latter may only submit an offer within the framework of one of the two candidates. Applicants concerned must anticipate this situation to avoid rejection of their offer.

In the event of multiple participation of one or more subcontractors, the selection procedure will take place as follows:

1) As a first step, the contracting authority will carry out the analysis and provisional classification of applications

concerned taking into account possible duplicates;

2) In a second step, it will inform groups affected by a risk of double offer of their classification

Provisional and will invite subcontractors present in several groupings to choose the one through which the offer is introduced;

3) Thirdly, it will proceed to the final classification of applications after the withdrawal of one or more groups concerned by the risk of a double offer and invite the various candidates to formulate an offer.

The maximum budget for works that can be the subject of a contract is 4,193,600 euros excluding VAT (excluding fees and costs of

regulated connection, and excluding price revision), including

redevelopment of the surroundings. The awardee is not entitled to claim compensation if the entire budget is not put in

artwork.

The fees to cover the entire mission are set as follows: the overall fee rate is fixed

at a flat rate of 13% of the amount of the work estimated by the tenderer at the time of submission of the tender, regardless of the

actual amount of work execution.
