02-2 New building of the Winsen City Library (Luhe)

The city of Winsen (Luhe) is preparing the construction of a new city library in the city center. The new building will have a net floor area of approx. 2,050 sqm, which will be divided into three to four floors. The measure is funded by federal and state funds from the urban development funding "Living Centers".

Work phases 1 and 2 have already been worked out by the client. The planning concept is to be taken up in its essential points and continued in the planning. For the project planning, the step-by-step / sectional commissioning is chosen, since there is no final decision for the measure. Notice of approval has been issued. The client initially transfers to the contractor LPH 3 up to and including 5 of the object planning § 34 HOAI. The contractor is obliged to provide the further services up to and including LPH 8 if they are transferred in writing by the client within two years of completion of LPH 5. Anr. Costs objectp. approx. 6,450,000 EUR (excluding VAT).

The city of Winsen (Luhe) is preparing the construction of a new city library in the city center. The new building replaces the previous library space in the Marstall, a listed building. The construction site is located in the castle park, which is also a listed building, and is adjacent to the stables. The new building will have a net floor area of approx. 2,050 sqm, which will be divided into three to four floors. The measure is funded by federal and state funds from the urban development funding "Living Centers". When implementing the construction project, the requirements of the funding body, the N-Bank, the applicable public procurement law, the Financial Regulation (LHO) and the Public Procurement Act (NTVergG) of the state of Lower Saxony, as well as the guideline for the implementation of grant measures (RZBau) must be observed. The overall measure is above the threshold.

The concept development of the new library building, including the question of location, was accompanied by a working group from 2020 to 2021. There was close coordination with the state conservator of the Lower Saxony State Office for the Preservation of Monuments on the urban placement and integration of the building mass into the environment as well as the structure and design of the building.

The new library building should achieve at least energy efficiency level 40. In addition, with regard to material extraction, the requirements of the "Quality Seal for Sustainable Buildings" Annex 3 QNG Plus must be achieved. In the area of greenhouse gas emissions, the requirements of the "Quality Seal for Sustainable Buildings" minimum standard QNG Plus must also be complied with.

The basement of the building integrates approx. 2.00 m into the groundwater table.

When planning the construction of the excavation pit and dewatering, particular consideration must be given to the stables' sensitivity to subsidence and the protected trees in the castle park. For the geotechnical report as well as the excavation pit planning up to and including LPH 4, an engineering office for geotechnics is called in.

The client initially transfers to the contractor LPH 3 up to and including 5 of the object planning § 34 HOAI. The Contractor is obliged to provide the further services up to and including LPH 8 if they are transferred in writing by the Client within two years of completion of LPH 5. LPH 6 is reduced from 10% to 8%, as the contracting authority plans the award dates and compiles the tender documents. The services to be awarded, including the option to carry out service phases 6 up to and including service phase 8, comprise 87% of the service profile according to § 34 HOAI. The eligible costs of property planning based on the current planning status amount to EUR 6,450,000 (excluding VAT).

The requirements for the provision of services make it necessary for the contractor to be available frequently and at short notice at the request of the client for coordination discussions on site. The contractor must participate in at least 15 planning meetings in Winsen (Luhe). He has to organize and record these planning meetings with all those involved in the planning. In addition, further coordination in video conferences may be required.

The contractor is obliged to ensure construction supervision within the scope of the construction work by regular attendance. At least one construction meeting and two further site visits per week must be carried out over the entire construction period. A detailed protocol of the construction meeting must be drawn up and sent to all parties involved. The contractor must also keep a construction diary – on a daily basis.
