Description:

Bysykkelen AS shall enter into a framework agreement for the delivery of an bicycle for bike-share. The procurement concerns the production of a prototype, consequent testing and production of the bicycle, adapted and prepared for the existing bike-share scheme compatible with existing infrastructure. The procurement includes delivery of spare parts for the bicycles, and natural incremental changes to the bicycle during the contract period. The tenderer who is award the contract has the opportunity to enter into a licensing contract with Bysykkelen for other production and sale of the bicycles to other parties, both nationally and internationally.



1) Production and delivery of a prototype.

Prior to the production of the electrical bicycle, a prototype shall be delivered including authorisation in accordance with public procedures and guidelines (CE labelling and EN testing). Completion of the existing 2D drawings for prototype production will also be included.

A 0 series shall be produced. The series shall comprise 6 bicycles, and all prototype bicycles shall be delivered as part of the first order to Bysykkelen AS.

2) Production and delivery of electric bicycles.

After an approved prototype and testing, the supplier shall produce the bicycles and deliver these to Stavanger. The contract is organised as a framework agreement, and Bysekkelen AS will, when the contract is signed, make a guaranteed call-off of 750 bicycles that includes the above mentioned prototype bicycles.

Beyond the first call-off for the bicycles, Bysykkelen AS can place further call-offs based on the need of Bysykkelen AS, as well as associated users of the agreement.

On behalf of the associated users, Bysykkelen will coordinate need and send a combined call-off to the chosen supplier by the expiry of each quarter. The orders will be bundled in order to meet the minimum agreed call-off size. There is a non-binding estimate of 1500 bicycles beyond the first order of 750 during the contract period.

3) Delivery of spare parts.

The chosen supplier shall, during the contract period, and in a period of a minimum 4 years after the end of the contract period, be able to deliver spare parts for the bicycles. The lifetime of the bicycles is expected to be 8 years.

Users of the contract within Rogaland County.

In addition to Bysykkelen AS, the following municipalities in Rogaland County can be users of the contract: Eigersund, Time, Klepp, Sandnes, Stavanger, Strand, Haugesund, Gjesdal, Hå, Randaberg, Karmøy and Sola. Futhermore, Rogaland County can, through Kolumbus, also become users of the contract. Bysykkelen AS will represent these users in the contract period and will be the contact point with the chosen tenderer.

In addition there is an ongoing project with Rogaland County and Finnøy and Rennesøy municipalities for the establishment of a bike-share scheme for the Ryfylke islands. These can also be users of the contract.

Users of the contract outside Rogaland county.

The following county public/mobility companies will have to an option to enter into a separate contract with the chosen tenderer: Brakar (Buskerud) and Agder Kollektivtrafikk (Vest-Agder and Aust-Agder). The contract shall be on the same terms and conditions as the contract with Bysykkelen AS, but the parties will be able to make minor adjustments for extra costs due to changing the place of delivery as well as minor administrative adjustments.
