Rosk'n Roll Oy Ab and eight water utilities (Hanko Water and Sewerage Plant, Hyvinkää Water, Karkkila Water Supply Plant, Lapinjärvi Water Supply Plant, Lohja Water and Sewerage Plant, Loviisan Vesiliikelaitos, Porvoo Water, Public Utility Raaseporin Vesi) will put out to tender the treatment sludge of the water supply plants and the biowaste recovery service of the waste plant, as well as the transports related to the service, as a joint procurement. For this purpose, a procurement ring has been established, of which the aforementioned organizations are members.
The procurement shall be carried out by negotiated procedure and this notice shall invite the candidates to submit requests to participate. The selected candidates shall be invited to the consultations and, at the end of the negotiations, a final invitation to tender shall be sent to them.
The purpose of the procurement is to promote the recycling, recovery and cost-effectiveness of waste and to minimise the environmental emissions caused by recovery by utilising the best available techniques.
The waste referred to in the project description is sewage sludge from municipal water supply plants belonging to the procurement ring and biowaste from a municipal waste facility.
The amount of waste included in the procurement is approximately 5,100 t/yr of biowaste and approximately 27,000 t/yr of sewage sludge. The members of the procurement ring deliver all waste generated in their operations to its recoverer(s). Similarly, the waste recoverer(s) are obliged to receive and recover the waste from the waste recovery system. waste. However, an exception to what has just been said is the possibility of delivering waste elsewhere for trial and testing purposes.
The procurement will be divided into parts so that separate tenders are requested for the recovery of biowaste and the recovery of sewage sludge. The candidate does not indicate in the application for participation which part the tender will be submitted, but only in the tender.
The aim of the procurement ring is energy-efficient waste recovery. Recovery takes place by treating biowaste and sewage sludge primarily with a biogas process.
The aim of the procurement ring is to utilise the materials contained in the waste. The generated digestate is to be utilised as a soil improver, either as such or by further treatment using suitable technology. Where possible, reject water separated from the digestate is utilised either as a fertilising product or as an industrial raw material. So that the nitrogen in the reject water does not cause problems at the municipal wastewater treatment plant, a maximum limit is set for the recovery of nitrogen. The biogas produced is utilised as energy or feedstock. A maximum amount can be set for the flaring of biogas.

The transport of waste from the plants to the recovery site(s) is included in the procurement, i.e. they are not put out to tender separately. The service provider is responsible for procuring the necessary transport pallets.
The procurement ring is not a legal person, but an instrument of cooperation between the parties, which is established solely for the purpose of this procurement. An individual member of the procurement ring can only leave the procurement ring and thus also use the service for a very weighty reason. For example, the cessation of the operation of a wastewater treatment plant when wastewater is discharged elsewhere for treatment is such an acceptable reason.
The length of the procurement period is justified taking into account the objectives set for the procurement as described above.
