Procurement of a spatial information management and analysis system for the police Baden-Württemberg (PRIMAS.BW)

A police-related information management and analysis system (primate) is critical to the success of the police fight in Baden-Württemberg and of outstanding importance. It is therefore the intention to acquire such a system at the latest technical level. The primate must meet various developments and technical challenges. In this way, a wide variety of data and data sources should be visualized, analyzed and their results shared between users on one platform. In addition to the possibility of analyzing factual and geodata, this platform should also have extensive GIS, reporting, monitoring and export functionalities.

In this respect, the Primate is intended to meet the current and foreseeable forensic requirements in the future and to map out new technological and tactical possibilities. It must fully comply with the technical and legal framework, in particular the national and international provisions, as well as the provisions on deletion obligations and core area protection, and must be regularly adjusted. It must meet data protection requirements and be able to implement future changes in a legally binding manner. The aim is to obtain a sufficiently dimensioned, scalable primate for an unlimited number of users, which can process constantly growing data volumes with high performance.

Procurement essentially includes the following services:

Acquisition of a system for the analysis of property and geodata with extensive GIS as well as reporting, monitoring and export functionalities, which must be integrated into an existing environment. This includes several productive environments as well as a development, test and training system, which are to be integrated into the existing IT infrastructure of the BW police force.

Support for the central training provider of the Baden-Württemberg police in the preparation and / or implementation of training measures.

Possibly. Provision of a test system in the offer phase.

Attention is drawn to the fact that the primate has to be delivered and integrated into the existing IT architecture of the Police Department within just a few months, with an expected end of the award procedure expected in autumn 2020. Primas is scheduled to go live in the third quarter of 2021. An acceptance will therefore take place in the third quarter of 2021, so that a selected number of investigators can use the system with full functionality. From the time of acceptance, the maintenance of the system should also begin.

Since it cannot be ruled out that further further developments at Primas may become necessary during the project due to new or increased requirements for the investigative activity or in the case of other necessities, the tendering process also includes the optional call-up of up to 50 person days for activities that cannot yet be specified of the contractor.
