The College intends to develop and extend existing College buildings to provide modern teaching, administration and support services in a new Performing Art Centre and a new Engineering Centre and wishes to appoint a Quantity Sureveor to carry out cost management services.
The Quantity Surveyor will provide a full cost management service to include liaison with the College through the Estates Manager, Feasibility and Brief Co-ordinating reports, Construction Procurement, Construction Phase Cost Control, Final Accounting and "Claims" assessment and resolution. The scope of service will be that necessary to support and inform design decisions to ensure project compliance with the College's brief to achieve a finished building that is fit for purpose, can be operated within the College's financial and human resources, is energy efficient, follows sustainable energy guidelines, uses, wherever possible, alternative energy sources and achieves BREEAM Excellent status and will include undertaking an Initial Feasibility Study; liaising with others to prepare a Project Brief Budget and Cost Plan; monitor and report on same as design evolves; advise on cost of alternative design solutions; develop and implement agreed Procurement Strategy in accordance with EU Procurement Directives; prepare Tender Documents, Schedules and cost summaries; review and report on tenders received; prepare Contract Documents; monitor cst progression against Cost Plan; prepare and monitor Project Cash Flow and report periodically thereon; administer the contract with others; monitor and report on cost position throughout the Construction Phase and forecast out-turn expenditure; value and certify work in progress; prepare and agree Final Account.
In addition, because the buildings will remain occupied and in use by teaching, administrative and support staff and students, the Quantity Surveyor will be expected to take advise on the cost impact of design, planning and construction measures required to minimise disruption to the College's core business and to ensure public safety.
It will be a condition of the Quantity Surveyor's appointment that he work in close liaison with the Project Manager and Lead Consultant, who will be appointed directly and separately by the College, to ensure good cost reporting and cost control.
It is expected that this appointment will be undertaken in two phases:
Phase 1: Feasibility Study in line with RIBA Plan of Work Stages A-B.
Phase 2: Full Scheme in line with RIBA Plan of Work Stages C-L.
The estimated construction value of the project is GBP 11,210,000 (ex VAT).
The successful applicant will be appointed under NEC3 - Professional Service Contract.
