The purpose of this assignment is to provide wage and betting services by an accredited full-service social secretariat under Belgian social security law. The assignment will be closed for a period of four years.

The City of Berlare, OCMW Berlare and the Weldenderend Association agree to jointly purchase this service as an occasional joint assignment in application of art. 48 of the Law of 17/06/2016 on public procurement. These three contracting authorities have a joint personnel service.

The three contracting authorities referred to aforeming are jointly looking for a partner who can provide them with their specific experience in payroll administration, social and legal legislation, services of a full-service social secretariat and the exchange of information in both. can lead directions through a customer portal.

Knowledge of the legal status regime of municipality and CPAS is required, as well as the specific HR legislation local authorities and knowledge of the mandatary's statute.

The functions of a social secretariat are as follows:

- wage engine;

- social secretariat services (including correct dimona declaration, changes to RSZ, follow-up and timely implementation of new regulations for both contractual and statutory parties, pro-actively informing the contracting authorities,...);

- legal advice on social law, labour law and tax law;

- provision of multiannual personnel planning that can be read directly in accounting;

- provide all statutory documents relating to payroll records and make them available digitally to employer and employee.
