The purpose of the contract is to reconstruct the superstructure on the Lelle-Türi railway section for 28 km to increase the speed limit of passenger trains to 120 km per hour. The procurement includes, among other things, the design of the construction work, the dismantling of the old superstructure, the installation of the new one, and the long-track construction. The procurement includes the obligation to procure materials (except rails and concrete sleepers, which are provided by the supplier).

Design and construction work will be performed under the terms of the yellow Fidic contract.

The contracting authority has not subdivided the procurement for economic reasons, since in traffic management there is only one station spacing.
