The subject of the assignment concerns the design and construction of fifty high-quality and contemporary assisted living apartments that meet the recognition requirements, including parking and exterior construction, by the contractor and the purchase of the underlying land by the client.
The description of the (special) conditions that the contract must meet will be further elaborated in the award guidelines (including annexes).
The location of the infrastructure to be built is not yet known. It will thus also be up to the subscribers to propose a suitable location and offer it for sale to the Client.
Location: in order to optimize the patrimony of the contracting authority, services and the experience of the residents, a location is being sought in the immediate vicinity, maximum 400 m from the Albert Van Dijck Local Service Center and the 132 assisted-living apartments, which the Contracting Authority already has , located at Albert Van Dyckstraat 10 and 37 in the center of Turnhout.
The proposed maximum distance of 400 m is based on practical elements such as facility management within the Care Group, care provision and walking distance for residents to the Albert Van Dyck service center.
Program: the contracting authority envisages the construction of a building to its size by the contractor on land that the contracting authority will purchase. The intended program already comprises fifty high-quality assisted living apartments and associated rooms and functions, including a larger communal communal space and at least one smaller sitting space per floor, a room for the living assistant, a communal laundry room and a wellness area. The building must meet the applicable recognition standards.
Sufficient parking spaces and bicycle sheds must be provided to obtain an environmental permit for the building, but no more.
The contracting authority currently estimates the gross above-ground surface area of the intended building at approximately 4,200 m
The building must be contemporary and sustainable and meet the contemporary interpretation of assisted living homes. The project consists of a self-contained building or building section in which the assistance residences can function independently and have their own entrance (s).
The fully furnished building must be delivered on time, in the sense that it must be ready for use by the contracting authority by 1.1.2024 at the latest.
