Ullensaker Municipality has started work on building a completely new modern operational platform based on cloud services. The new virtual computer centre must be established by 30 June 2021.
The Municipality's ICT strategy primarily involves procuring software as a service, but recognises that it is currently not possible to procure all the core systems in this way. The Municipality's platform must therefore also be able to handle a selection of legacy applications within each sector. This will be done by using infrastructure as a service (Iaas). The chosen platform is Microsoft Azure, with associated services. During the planning it has become apparent that almost immediately after the contract was signed with a supplier the Municipality needs a selection of Citrix licences, as well as assistance with planning future Microsoft licences. The majority of the volume will be on Microsoft, but the municipality needs Citrix and Adobe, in addition to the option to procure other licences if required.
The contract will then include:
— licence administration for licences, both on the server and client side, as well as IAAS and PAAS;
— assistance with the hire of licences, supplements and maintenance of them (keep them updated and valid);
— consultancy services for the choice of the correct licence portfolio through optimisation, so that the contracting authority always has the correct number of licences and the best/required licences that cover specific needs;
— consultancy services for licence audits, analyses, etc.
The contract focuses on the dealer network.
The aim of the procurement is to get licence consultancy services, reduce procurement costs and ensure checks on licensed software.
The estimated annual value of the assignment will be between NOK 8 000 000-9 000 000 excluding VAT. The amount is an estimate and is not binding for the contracting authority.

The contracting authority has considered dividing the contract in accordance with the Public Procurement Regulations Section 19-4, but has decided that this is not suitable for this contract.

Contract
— The contract will be regulated by the attached contract with the accompanying standard contract terms.
— The contract will be valid from 18 September 2020 until it is terminated. The contract has a unilateral notice period of 6 months.
— The contracting authority will sign a contract with one (1) tenderer.
— The contracting authority expects that the tenderer is familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.
