The purpose of this procurement is to find a private collaborative partner that would like to contribute to establishing a new and attractive swimming offer in Vågan municipality. The aim is to establish a swimming facility that contributes to good public health, a desire to live and stay in the area, new residents moving in and more visitors. For an island municipality where both children and adults spend much of their time travelling on and near the water, swimming education and skills are also linked to safety. The facility will ensure that all students at the schools in Vågan receive swimming lessons and will have sufficient capacity to ensure that all students receive an equal amount of swimming lessons. The sports organisation must also have the necessary facilities and access to the swimming pool as it will be eligible for lottery funds.

Social goals 

Vågan municipality wants to achieve the following social goals through the swimming facility:

- Facilitating good swimming education for all students in the municipality

- Creating a social meeting place for the entire population of the municipality

- Offering a wide range of services and benefits for different user groups through the facility

- Encouraging enjoyable physical activity and motor development, both inside and outside the facility

- Becoming an attraction for tourists

- Contributing to the desire to live and stay in Vågan municipality

- Being open "all" (360) days of the year

- Contributing to spin-offs for businesses in the municipality Area and user goals 

It is important for the facility to achieve good use of the area and functional organisation for both visiting bathers and operating staff through:

- Building a modern 5th generation facility

- Proper pool design and practical arrangement of the different pools 

- Sufficient flexibility of the facility and convertibility between all types of activities

- Good layout and sufficient capacity for simultaneous use by organised sports organisations and the public who purchase tickets

- Good design of outdoor areas with regard to logistics, delivery of goods, parking (car/cycle), public transport/bus and pedestrian walkways

- A water temperature in accordance with use and activity

- An environmentally friendly and energy-efficient swimming facility

- A good and attractive location in the municipality
