The nursing staff regulation 2.0 (PPR 2.0) was presented to the BMG as a result of a work order from the Concerted Action Care (KAP) by the German Hospital Association (DKG), the German Nursing Council (DPR) and the United Services Union (ver.di). The PPR 2.0 is tailored to the nursing care of adults in bed-leading, non-intensive care wards of the somatics. With regard to the nursing care of children, an updated nursing staff regulation for children (Children's PPR 2.0) has been developed by the relevant professional societies, which takes into account the special features of nursing care for children and their special needs. The Children's PPR 2.0 also includes intensive care for children.
According to the amendments made by the Hospital Care Relief Act of 20 December 2022, the Federal Ministry of Health (BMG) must commission a technically independent scientific institution or an expert (contractor) to test the PPR 2.0 and Children's PPR 2.0 concepts for at least three months until 31 January 2023 pursuant to § 137k Abs. 2 SGB V. The trial is intended to check the application maturity of PPR 2.0 and children's PPR 2.0 before these personnel assessment instruments are introduced nationwide in hospitals.

The objectives of the trial are as follows:
- demonstrate whether the concepts are practicable and identify areas for improvement;
- Investigate the training and documentation required by PPR 2.0 and Children's PPR 2.0
- Determination of the current degree of fulfillment of the target staffing according to PPR 2.0 and children's PPR 2.0.
In order to achieve these goals, an examination in a representative number of hospitals is necessary. According to § 137k Abs. 2 S. 6 SGB V, the contractor must submit a final report on the results of the test to the Federal Ministry of Health by 31 August 2023 at the latest.
